Welcome back to Ask the borough president with Bronx BP Vanessa Gibson. 718-861-6800 is the number to dial if you have a question for the BP tonight, and I believe we already have a few callers on the line. So we'll kick off the conversation with Roxanne from Pelham Parkway, who's dialed in. Roxanne, thanks so much for calling and what's your question for the borough president? Oh thank you. Evening BP. My question. Last Thursday, Bronx County 114 meeting where at least 5 people were present at the meeting were denied to speak at the gallery session, despite the fact that both the bylaws committee and your own office stated that the, the public would be allowed to speak, unlike the board denied us to speak also at the November full board meeting. So my question is when will your office really uphold the board accountable for violating their own bylaws and and disenfranchising their own community that they're they're paid to serve. Thank you so much. And there's been some conversation about the community board and perhaps some new rules that had been floated around um to Roxanne's question. Yeah, so in this particular case, Community board 1 decided to put forth a proposal uh regarding the gallery sessions and how members of the public could sign up to speak. And changing the time frame, uh, but there was no vote by the full board so that was not the correct and accurate thing to do and we've worked with and are talking to the chairperson about what they should have done and the actions and steps they should have taken and so she's absolutely correct. uh, the members who were denied to speak at the November meeting and December meeting should have been allowed to speak and we. We've acknowledged that and moving forward for the January meeting we will work with CB 11 to make sure any proposal that is put forth by any of the committees whether it's the bylaws committee or any other committee, has to be voted on and approved by the full board. Those are the rules um and so any violation of that is, is not, uh, productive and that's not in line with what our community board should be doing. And so we are addressing it specifically with this particular board, uh, but overall we're gonna make sure that all 12 boards understand and know the process to follow. Yeah, it's on your radar and a good reminder for all of the community boards across the borough. I believe we also have another caller on the line, Mellory, who has called in from Throgs Neck this evening. Mellory, thanks so much for calling and what's your question for the BP tonight? Yes, hi, good evening, um, President Ms Gibson, and again I just want to commend. Doing such an awesome job for the Bronx for the boogie Dow. And um let me get to the point, I am, I'm a resident, a senior in Brosneck, and we have no heat. Can you please help us to get heat and maybe a temporary boiler that you were just talking about with the incident that happened on Bedford Avenue. We have no heat. This is a senior building. There are people in there that are sickly and um I am not staying at my. right now because it is freezing cold. I'm staying with some staying with someone else, but there are people who don't have that luxury and availability to stay. I'm not sleeping in my winter coat. I'm not, I can't, I can't stay in a freezing cold. We need help. Please, dog's neck, and I've complained. I made tickets and there's nothing being addressed about this boiler issue. Thank you Ellie, thanks so much for the concern, especially in temperatures like what we're dealing with out there right now shouldn't be the case. So I'm not sure, but we'll double check if the caller lives in Trosack houses, which is NIA, New York City Housing Authority, but we will reach out to management landlord. uh, and make sure that that complaint is lodged and I also encourage any resident in our borough to any tenant that is having issues with heat hot water, please call 311. We have to make sure the call is logged and documented so that it goes to the appropriate channels. Uh, there are many instances where people do call and they don't get a response and then we have cases where people don't call at all. Um, I've seen both. I've seen a multitude of different things, but most importantly it is the winter. uh, we are in cold blue status and we have below, you know, freezing temperatures outside and no one should live in an apartment without sufficient heat, um, and so I'm glad that she called and we will get the address and specifics offline and reach out to the owner operator landlord management company, um, to make sure that that building can be issued. Um, not just the information, but if need be, the temporary boiler, like we need to find out what's happening with a particular building if it is a boiler, a furnace issue, then that's something that we can involve HPD as well if it falls under uh rent regulated and HPD housing. Get the right resources to where they're needed on the topic of housing since the last time we've spoken, the City of yes plan. That's about rezoning and building more housing across the city has passed through the council. The mayor has signed the resolution. Some concessions made in the final version of the plan, less housing than initially aimed for, as well as the parking requirements and some of the ADUs those accessory dwelling units that we've talked about. Thoughts on the final plan, does it go far enough? I think it depends on who you talk to if it goes far enough. I think uh we need a real just change in our housing infrastructure and the city of yes for housing opportunity is a chance to really update our outdated zoning laws that have not been updated since 1961. Neighborhoods have changed and the city has changed, so I recognize that this is a step forward and a chance to really, uh, dictate the type of housing we see over 10 years, 80,000 new. Units of housing, I appreciate the council's leadership in pushing for home ownership opportunities, which is very important. I appreciate the Bronx delegation fighting for some parking protections, and now you have zones where a lot of those mandates will remain and in areas of our borough where we have transit deserts and you don't live near a major subway line, you need your vehicle if you have one so I'm glad that's happening. The ADUs and some of the exemptions now where you're no longer allowed to have that. Expansion in your home if you live in coastal areas because of significant flooding that we've had we don't wanna push homeowners to expand and then there are some unintended consequences that affects the homeowner and the neighbor and the whole block. So overall I think it's a much better plan than the original. It went through a lot of iterations, a lot of negotiations, a lot of public hearings. Shout out to Chair Kevin Riley, uh, and, and really making sure that the city council did a great job and a lot of our recommendations that we put forth were really in the. Yes, good to see it get done before the end of the year and now something to look ahead to in 2025 and the conversation just getting started here on Ask the Borough President tonight once again 718-861-6800 is the number to dial. Welcome back to Ask the Borough President with Bronx BP Vanessa Gibson. Time now for a look at our health tip this month, and we're looking ahead with this health tip this month too, yes, we're looking ahead in January we are recognizing as International Quality of Life Month where we are encouraging all Bronx sites to examine your current lifestyles and improve your health, your physical, mental, emotional, and social well-being, and we are starting with. Encouraging everyone to kickstart a healthier you and a healthier new year with a 30 day sweet escape sugar free challenge. My staff is challenging me that 30 days of no sugar. Oh my gosh, a strong start to the year if you can make it happen. Yeah, so there's a, there's a campaign it's called Plant Candy and kicking off this challenge on January 1st, and we have holiday recipes and daily challenge. guidance and also uh just a healthy treats book healthy treats that you can eat you know a lot of us have a sweet tooth, so you can have a healthy sweet tooth. Uh, this is gonna be hard. I have to acknowledge and admit for those of us that have a sweet tooth sometimes at night watching TV, it's really hard. So 30 days you're preaching to the choir here because my hand falls into the bag of chocolates too often late at night watching TV, but new year, new goals, and I guess. The time is now to kind of indulge during the holidays and then we get that fresh start in January. Everyone usually starts in the gym first, you know how it is, you know, we always do the New Year's Day in the gym last for like two weeks and then we fall back into our routine. So maybe 2025 will be a different year where we are consistent, but health is wealth and wealth is health. We have to take care of our health, yeah, and health is such a big issue here in the Bronx specifically where historically we've come in last. Place across the counties of New York in terms of health statistics beyond the healthy eating and the healthy facts, the books what other resources are out there that people can make use of to really stick to the past we've worked with Department of Health and mental hygiene on health box to use our farmers markets and some of the fresh farm stands which encourages the use of, you know, healthy fruits and vegetables and produce. We've worked with Campaign Against Hunger, you know, hunger, food banks. Uh, common pantry, ICNA release, so many organizations giving out food at pantries and soup kitchens, but overall nutrition, access to quality health care, uh, healthy food in schools and neighborhoods, working on, you know, just a number of initiatives with supermarkets and with the ghettos and really making sure that our neighborhood institutions are part of this partnership. Welcome back to Ask the Borough president with Bronx BP Vanessa Gibson. The last time we're gonna be having this conversation in 2024, and the calls are coming in hot and they keep on coming. So we're gonna get to Le Cola, who is from Morrisania and has called us from there tonight. Lynn Cola, thanks so much for calling in and what's your question for the borough president? Good afternoon, BP. I have a voucher, and I was just wondering when, where can I find affordable housing. Such a good question and something that comes up time and time again. I feel like on the show we have the voucher, but it's about connecting it to an actual opportunity. Yeah, a couple of things, uh, depending on where, uh, the caller is living today, if you're living in a temporary housing, there should be a housing manager that works for the not for profit that runs the shelter location, uh, helping you with identifying an apartment so you can use the FES voucher but if you are living in traditional housing or coming from somewhere else and you are a recipient, then you really have to. Do the searching yourself. Housing Connect is one website where the city uh provides all of the affordable housing projects throughout the five boroughs and you have to apply. It is a lottery system. There's a set aside for the residents of that local community board in New York City, but in addition to that, our office, our ombudsman unit works closely with many of our management companies, HDFCs, depending on the route you wanna go through, uh, affordable housing, your household size, the amount. You're a voucher, um, it really is an incredible effort and I have heard lots of issues that people have fighting against discrimination, landlords that do not accept them because of their voucher, and that is discrimination that is illegal. You cannot discriminate against an applicant based on their source of income and a FES voucher is. A source of income, right, let's be very clear, and I need Bronx sites to understand that, but at the same time I do know that it's really hard to find an apartment in the Bronx because of the low vacancy rate that we have, you know, the vacancy rate across New York City is 1.4%, so we don't have a lot of vacancies out there, but there are opportunities and so I encourage. The caller will work with her, um, depending on, you know, where she wants to live, you know, her choice, and we'll see what options are available in terms of some of the uh housing managers and other not for profits that do operate their own housing in the borough and a good reminder there of why that 80,000 units of new housing we were just talking about in the last segment is so needed now. And uh hopefully coming soon. I do want to get to another caller on the line. We have George who has dialed in from Soundview tonight. George, thanks for calling and what's your question? Um My question is, what about these MTA buses? Taking pictures while you're double park waiting for parking and you're not blocking the bus lane. a relatively new policy that a lot of these buses have the cameras on them equipped to catch people, ideally double parking in bus lanes. Yeah, so he actually said that he was not parking in a bus lane, so I'm not sure, uh, that to me is not. I'm not sure if that's the case with the MCA and specifically the bus enforcement, uh, enforcement of just the bus lanes across the Bronx when it comes to keeping the bus lanes clear of all traffic, uh, we have some of the slowest buses in New York City. That's why we have the better Bronx design that just tries to speed up buses and make sure that they move, you know, east, west north south connections. The bus lanes are only meant for buses and unfortunately it does not. you drop someone off, you wait, you idle you can't do that anymore and I think you know we're starting to now understand because of the camera and the enforcement because guess what's happening motorists are getting ticketed. Uh, multiple times because they're in bus lanes, but outside of a bus lane I need to check on that because if that, that wouldn't be the MTA, uh, that may be some other traffic enforcement, so I need to look into that and get specifics on the location, but specifically for bus lanes, uh, they're only for buses and we really have to be careful. Because in places like Fordham Road and other major commercial corridors, it really does cause a lot of disruption for traffic and of course I understand I know passengers need to be dropped off. I get it I understand but buses also have to move to and a lot of commuters that take the bus are always complaining about the slowness of buses, the fact that they don't get to the. The locations on time and they pay their fare, Ms. Gibson and why the bus is so slow and so we have to answer those questions as well so I don't want anyone to feel like the system is punitive, but it is in place to address behavior and change that behavior, yeah, especially when you think about, you know, getting from point A to point B and people are blocking it and. Yeah, definitely a concern here in the borough. I wanna keep the calls coming because we have more callers on the line. Shaquina has dialed in tonight. Shaquina, thanks so much for calling and go ahead and ask your question when you're ready. Hello? Yes, we've got you. Yes. Hi, my name is Shaniqua. Um, I'm calling because I'm concerned about the missing children. Every day we're hearing about missing children and missing individuals, especially our black and brown, um, individuals, and just wanna know what's going on and what's being done. To alleviate that because you don't hear about anybody being found but you just hear about missing. Yeah, yeah, often a story that we're putting out there night after night exactly. I have noticed that and it's something that my team and I have been talking about because we have a number of advisory boards and councils where we work with service providers from. Domestic gender based violence HIV AIDS roundtable, uh, I have a number of different organizations and I work with FQHCs health care providers. We work with everyone, uh, missing people, not just children, older adults, some children that wander off, older adults that may have dementia and other illnesses, and they walk off, they wander, they get lost, um, I've seen it a lot at NYPD, obviously they're missing persons, uh, the unit that works to really find and identify working with family members and loved ones, uh, with the posters. But it's not enough. There are organizations out there that we are putting together and assembling in the new year where we wanna talk about what we can do better. Uh, I think about an organization like Girl Vow and they do amazing work on missing and exploited girls and sometimes they are victims of human and sex trafficking right in our borough where they are trafficked, they're brought here for the purposes of being exploited and sexually assaulted and preyed upon. It's disgusting and now we have new legislation in Albany. That was codified by the governor to create a database and a directory for all of the service providers collectively in one setting where people can get information and so something similar like that would be great but I do want to bring all the service providers together and talk about what the policies are, what we can do where there are gaps in the system and how we can really create a system that identifies people faster but also where people can call obviously 311-911 we have those systems but I. for missing people it's something that no one talks about. You see it on News 12, you see that there's a missing child, and then you go about your business and then you don't know if that child was ever found, but I do appreciate News 12 you do share the information on when the individual is identified and found. Yeah, we do try to get the word out in hopes of bringing them home, but the idea to bring all the stakeholders together and really share thoughts, I'm sure something that a lot of families will look forward to hearing from. I want to talk about on the issue of of crime potentially uh this every block counts initiative that's been piloted here in the borough, the mayor of the city, the administration really pinpointed um some blocks. Shootings in particular were spiking and did this collaborative bringing all stakeholders together approach, electing a block CEO, so to speak, who could be the liaison between their community and all of these agencies. Have you seen the impacts of that play out in the two locations here in the Bronx where that's currently in effect? So this is a recent announcement by the mayor and police commissioner in the West. Bronx in the 46 where we've seen an increase in violent crime, we have a great commanding officer there, Jeremy Shuellin and his team at the 46 do amazing work, but it is hard when you think about the saturation of violent crime in particular areas. Uh, every block counts as a chance to really look very intentionally in a neighborhood within a precinct within a sector and identify what is. Happening, but who are the providers in that community? What can we do to bring everyone together to provide wrap around services and this again is a start. It is not going to address every issue because I could name other precincts where we need to have every block counts too. So I realized starting in the West Bronx where elected officials have said we need to do something around anti-gun violence, we have bragged Bronx rising against. Violence we have SOS we have Guns Down Life up we have uh RTG released to grip, but it's not enough. We're still seeing far too many children, teenagers possessing weapons, using them too much violence happening and the people in those in those communities deserve so much better and they want to live in decency where they can come home into their neighborhood and not feel scared or nervous that they're going to be assaulted. Or robbed or anything like that, right, every neighborhood counts and every block should count, right? But starting in the 46, I think it's a good opportunity. I wanna see how this plays out over the next couple of weeks. We have a new academy class graduating, so we'll have more cops at the 46. We still have, you know, the NCOs. We have the YCOs. We have a lot of services, but it's not enough. The 46 precinct council with Basilmore and his team. That we bring everyone together and work with the elected officials in the new year to really see the impact of every black counts, but I think it's too soon just yet. Correct me if I'm wrong, but it's also about connecting people to the agencies that could address quality of life issues as well 100%. So let's make the most of the time and get to another caller. We've got Eddie who's dialed in from Hunts Point. Eddie, thanks so much for calling and what's your question for the BP? OK, good. Good evening, ma'am. Um, you said I want to take back to the affordable housing. Recently they built a new structure on 154th and Third Avenue. It's a beautiful building, but it says luxury apartments. It does not say affordable housing. And when you ask questions, you know, they, they act like you don't, they don't know what you're talking about. So my question is if it's affordable, it should say affordable. It shouldn't say luxury apartment. Mm. an issue that's come up time and time again, the affordability of affordable housing, but I believe that all new buildings, please correct me if I'm wrong, do have to have a certain number of units set aside for affordable housing here in the city. Well, it depends on the government and the funding sources that each building has. Most of the new construction you see is through government subsidies, whether it's tax credits, other incentives, and loan. through the state, the city, the feds, and that is affordable housing. The percentage of it varies from project to project and Housing Connect does have a lot of that, uh, on its website, but if you see an apartment building that says luxury housing, then it's not affordable, it's luxury housing and more than likely that is a private building where they did their own construction with no government subsidy, no government assistance, and we call it as of right. That we had no authority no role, uh, they're building within the zoning right that's required of that community, that area, and they're allowed to unfortunately charge whatever rents they want uh the only time we government have that authority is when it comes to the government subsidized housing, uh, and then that's the question that many New Yorkers have well it says affordable you say it's government subsidized and there are government funding sources. Still not affordable to me because I live at a below the federal poverty line. I'm rent burdened. I'm living in substandard housing. I need to move to a brand new apartment. I need a larger apartment. That is why when we make recommendations on any project we fight for 3 bedroom, 4 bedroom units because we have large families that are growing and we want developers to come to us with projects that are creative and attractive where you have amenities, you have solar roof, you have green roof you have community space and. Facilities that's what matters and that's what families want brand new apartments and you know, we know not everyone can get a brand new apartment for every apartment you see there are 50, 60, 70,000 applications that come from all across the city of New York and just like the other caller, you may have a FES voucher. So there are set asides for formerly homeless families, but you have to come through the shelter system so it has to be a DSS referral. There are set asides for sometimes for veterans and older adults and run away. And homeless youth, so it depends protected classes, victims of a fire, domestic violence survivors, veterans, lots of protected classes that we also have to house as well. Everyone is a priority, but I understand the frustration and certainly if you live in a community and you see a building it's beautiful and it is luxury housing, you don't think it's accessible to you and that we do have to change. We want diversity we want income diversity when it comes to mixed use housing and other types of projects. But we also want to, you know, build housing that's for the families of today and tomorrow, and we should not do that at the expense of displacing the current residents that live in our communities, which is always the concern and I appreciate that breakdown of all the different pathways because it is such a complex issue, but then you break it down like that and you understand why people face the challenges that they do and it's never enough the supply does not meet the demand, and I acknowledge that that is why we have to support affordable housing and that's why we want. Neighborhood to do its fair share and that's why we say everyone should play a role. This is not a Bronx issue. This is a national crisis if you go to major cities across the country, they're struggling with homeless and their their situations are far more challenging than us in the city of New York and so I'm not saying things are perfect. I'm saying that we need people to work with us, but we also have to be a government that works with developers we can't make the system more, you know, challenging to work with developers when it comes to. Financing and getting these projects up and running, so a lot of moving pieces and not just one answer to every problem, but we are absolutely dedicated to affordable housing and home ownership. Everyone should have a pathway to the middle class, yeah, especially now more than ever I feel like for this generation it is a huge topic housing the hot button topic of the evening. I believe we have one more caller from Gretchen on the Grand Concourse that I believe is housing related. Gretchen, thanks so much for calling. Go ahead and ask your question. Yes, thank you. Good evening, um, Borough President Gibson. We have no heat at 900 Grand Concourse, which was Concourse Plaza Hotel at one time. Now it's a senior building and we have no heat, and it's been an ongoing problem. I haven't had any heat in my bedroom since September. And um I don't have any heat whatsoever. My radiator doesn't work in my bedroom. In the living room it's like. It's like, um, you know, an iceberg. Gretchen, I apologize for interrupting, but I do want to make sure that the VP has enough time to answer the question. Uh, clearly a recurring theme here tonight and senior 100% and we know this building it's right across the street from my office on the concourse. I know the building. I know the landlord, uh, I've worked with them for years and this is the old. And we should do better. There were 400 units in that building. It's a big building and a lot of seniors, so we will reach out to management and figure out what is happening there. It could be a sign of a larger issue, especially if this is happening in many of the apartments, seniors, older adults, we have to do better, so we will reach out to the owner, to the landlord and figure out what's happening. There and involve other elected officials and make sure that we get the heat restored for not just Ms. Gretchen but for anyone else at 900 that needs it and also just a quick reminder about how important it is to be safe with anyone who's using alternate forms of heating during this cold spell that we're dealing with. We don't want anyone to use space heaters and stoves. Your landlord should provide sufficient heat. But I realize people do resort to that because you have to be warm. You have older, you know, adults, you have children, but there's a way to do it safely, safely, making sure it's not thirdhand. It has to be, uh, you know, quality has to have the QR code. Welcome back to Ask the borough president here on News in the Bronx, our final Ask the borough president of 2024, but that means that we are in the thick of the holiday season, and I know you've got a lot going on that your office is involved in. Yeah, so we've worked with elected officials and CBOs all over the borough. Boy, so I wanna wish everyone a happy holiday season and this Thursday, December 26th, we are recognizing Chanika celebration in our menorah lighting at Bronxboro Hall 851 Grand Concourse at 3:30 p.m. Please join us. We're also celebrating Three Kings Day in the new year, Monday, January 6, 2025 at 30 p.m. at PS 48, the Joseph Drake School down at 1290 Soffford Avenue in. District 8 of Hunts Point and then on Thursday, January 16, 2025, we have a cult drive we're giving out hundreds of cults at Bronx Borough Hall, 851 Grand Concourse starting at 4 p.m. and on Monday, January 20th, we are recognizing the legacy of the Reverend Doctor Martin Luther King Junior with our annual Doctor King event at 10 a.m. and this year we are going to Trinity Baptist Church at 808 East 224th Street in the North. East Bronx, very excited. Stay tuned. A lot to look forward to in the remainder of 2024 and ahead in 2025. Speaking of 2024, proudest accomplishments for you and your team this year. $2 million for the Kingsbridge Armory. Very excited about reimagining the armory, the laws to hear the plans for that. You'll hear it. Grateful that we work with NYPD on new security cameras that will be installed next year. We also work closely with Lincoln Hospital on a $6 million investment. For a new bridge clinic and opioid recovery center to focus on high rates of opioid overdose deaths. Very excited about the hip hop museum. It's moving. It's moving, it's moving. Orchard Beach, almost done, almost done. Very excited that, very excited about the work we've done with Montefio Einstein on two new mammography machines and a mammography mobile unit and really the Bronx Birthing Center to focus on maternal health. We're coming out with a report, very excited about the Bronx Steam School. It will open in September of 2025, uh, focusing on science, technology, engineering, and math. We're very excited a lot of accomplishments, a lot of achievements, but I could not have done this work without the team at Borough Hall. So I wanna thank my team, our deputy borough president, our chief of staff, everyone that is serving in our office every day, and most of all I wanna thank our Bronxites. Thank you for your support.
