Welcome back to ask the borough president right here on News 12 of the Bronx BP, Vanessa Gibson here with us to take all of your questions for the next hour. Thank you for calling in tonight. What's your question for BP Gibson? Hi. Um, Vanessa Gibson. Thank you for taking my call. I would like to know what I can do or what we can do as a community because our doors have been constantly unlocked. We have homeless people sleeping in a building and there are elderly people, including myself who are afraid to come outside at night because there are people in the exit and I have gone to management and the major office on 1250 nothing has been done. And when I went downstairs today, when you put notices on the wall, the pillows in the lobby, I see where people have tried to burn them because I could see the the burnt residue on the pillows. So I don't know where else to turn to get this resolved. So, if you can help us, I, I would greatly appreciate it. Sorry to hear that Adrian, sorry to hear you have to do with that. I mean, these are the issues that people all the time, all the time. So she mentioned 1250. I'm going to assume that's water's place, which means it's New York City Housing Authority. And that's likely Mara's houses, Webster Butler, Claremont Village uh within the Claremont community. So first and foremost, uh each of those developments has a tenants association, a resident council, so we can work with them and contact them on having an initial meeting. Uh We need to meet with the management on site and collectively talk to housing about greater enforcement. Uh PS A seven is likely where that is at PS A seven have housing cops, they do patrols. Uh There was a time they did verticals and that obviously has changed over time, but you know, making sure that there is a police, they know who their NCO offices are for PS A seven. And then also I think nature has to do better. The doors absolutely have to lock and then when they do fix the doors, then there's always damage and vandalism, right? And sometimes it's by outside folks, sometimes it's by residents in the building in the development and that's not acceptable. Everyone has an expectation to be safe and we have to do better and residents in public housing deserve that and more. Um And so we will work within Claremont, within the Tennis Association and some of the other leaders that we have within the community, uh and identify ways in which we can meet, we can have a strategy, we can have a real plan and we also have to make sure and I don't know if specifically they have the key fob option because that's the more modernized locks that nature has on their building lobbies. But at the end of the day, everyone has to take responsibility. It's not fair, it's not acceptable, especially when it comes to loitering in stairwells and building lobbies like that's not acceptable. So we will work with our resident and we will identify all the appropriate stakeholders in Claremont so that we can proceed and make sure that everyone truly is safe if you're not safe in your own home. You know, how can you be safe? Exactly. Exactly. All right. Well, Adrian, thank you so much for the question there. And, uh, calling in will we got all your information there too? We'll make sure to pass that along to the borough president. I wanna continue on the phones right now. We've got Tanya joining us tonight from Park Chester. Tanya. Thank you for calling in. What's your question for the BP? Um My question is, can they post like have a police officer or a traffic cop come because it's, it's like Union Port and Stalin and the Pakistani stores, they have the whole street on the side and they have the vehicles just sitting there, double parked and they're not moving and the buses can't pass through, cars can't pass through and they're beeping the horns. So it's not good. And this is seven days a week, like from midday to the evening, especially Saturday and Sunday, Tanya. Thank you there. Yeah, it sounds like a couple of different issues there. So specifically within that area, Union Port Starling, that's the 43rd precinct in the Park Chester community. Um Traffic enforcement agents are part of Bronx traffic, which is a borough wide unit that's not within, you know, the local precinct. So we can work with the leadership there and identify the possibility of traffic enforcement agents which we have in the borough. They're at high volume, high traffic volume areas within the borough. Uh They usually have different shifts in which they work to really control traffic to reduce double parking, triple parking, making sure buses can move. Bus lanes are clear. All of the things that we know need to happen when you talk about shared streets. Um And then since you described from midday to evening, that's probably high peak hours, rush hour uh time frame. So we can also talk to the 43 priests and then we can coordinate that. I also encourage you as a resident of Park Chester to attend your community board meetings, which is Community Board Nine that meets every single month. We always need people to be a part of the process when it comes to what is happening within community board nine. And that includes the Park Chester area, the sound view area, Shore Haven Harding Park uh are parts of the East Bronx. A lot of things that are happening within CB nine in terms of development, housing opportunities, the Metro North expansion within the Park Chester community. So we just wanna make sure that people are a part of things, but this is a, a very important issue when it comes to traffic safety because we've had traffic fatalities far too many. Uh And we wanna make sure that people are safe, pedestrians, cyclists and everyone is safe because these are shared streets, we don't accept double parking. We know there are certain uh provisions where that is acceptable on religious days and other events like that. But for this purpose, we can work with traffic management and we can work with the local precinct as well. And I think to your point, that's something that needs to be done with that, especially in the park Chester area. We talk about an area there that's constantly, so many people going on. You're talking about a metro north now on top of that. So it's even more important that these things get recognized. Now before we start planning everything out with more people and more commuters, it'll work out, it'll, it'll work out fine in the long run. That, that's for sure. We'll, we'll address that. Um, real quick as we are. We sit here and we're talking about a lot of the things that are going on here to remind you can call in right now for more questions here tonight. Uh You guys made a big uh donation and a big uh not donation. A uh part of the budget for the Dennis Lane apartment uh renovation. This was really cool. This was really something that where we're talking about a lot of money here. Can you talk us briefly about that? Dennis Lane apartments got $500,000 in the fy 24 budget to work on some capital facade work there. Uh Just a down payment. Former council member Richie Torres was great. Oswald Phillies, George Alvarez. We're gonna do more for Dennis Lane because we realize they need a lot of support and I'm happy to do that as well as other developments that need support. Saw some really happy people there. That's for sure. Wanted to make sure we mentioned that. All right, we got the borough president's health tip coming up and much more more. Welcome back to ask the borough president here on News 12, the Bronx. We're gonna get back to your calls in just a couple of minutes with borough president Vanessa Gibson. But first, it's time for your monthly health tip. What do you have for us? So our monthly health tip is March is National Nutrition Month. Let your food be your medicine. It's important to recognize that healthy eating applies to everyone. And as we get older, keeping healthy habits may help us in lowering our chance of getting certain diseases like diabetes, heart disease, high blood pressure and making healthy eating a priority. Staying active shopping, local food pantry, soup kitchens, as well as our farmers markets and really discussing age specific information about nutrition and health with your primary care provider. There's definitely been so many great uh efforts here in the borough over the last year or so just to make sure people have the healthy food they need, whether it's growing the gardens at their housing complex or the farmers markets, like you mentioned, there's always these, there's really been a great movement towards that here in the borough. And we've also been doing a lot working with our Bodegas and grocery stores and supermarkets, the fresh program that's sponsored by E DC. We're trying to find ways and incentives to encourage healthy eating because unfortunately, what families find is that healthy food is more expensive than unhealthy food and that's not acceptable. We want it to be accessible to everyone regardless of how much you have in your bank account because at the end of the day, all of the ailments we talk about are preventable and we do not want to be number 62 out of all the 62 counties in the state when it comes to positive healthy outcomes. Absolutely not. In addition to that, you've got a cultural grant that I know you wanna talk about with everything that's going on here. Can you tell us a little bit more about what this is gonna be sure. So the Borough Cultural Grant program is funded by the New York City Tourism found and it's a grant program that supports New York City as a culturally vibrant destination, including the Bronx by funding the marketing and the promotion of not for profit arts and cultural programs uh as well as events in all five boroughs. So the applications must be submitted to our office no later than March 11th. And each applicant must complete a and submit a very unique proposal for this project. And the 2024 Borough Cultural Grant applic, the portal is now open by visiting our website uh, at Borough Hall. Ok. We're definitely gonna have to check that out. Make sure you head on over to the borough president's website for that. We'll post some more stuff here on news 12 regarding that in a minute. Look, I wanna also talk about another incredible moment we saw in the borough here not too long ago over there at the, uh, Montefiore Einstein College of Medicine, a billion dollar donation that was made and this is all gonna grant free tuition to the students. I mean, this is a game changer. Tell us a little bit about your reaction to this. I was so excited. What a historic day for the Bronx to see a billion dollar investment made by a long time professor at the Albert Einstein College of Medicine. Congratulations to the Montefiore Einstein system. Doctor Philip Os, the entire team, we are preparing generations of medical professional students that often accumulate about $200,000 in debt from medical school. So now starting in August, the tuition will be covered by this generous contribution of $1 billion. It's probably the largest in the country to a medical school. And where is it in the borough of the Bronx? Yes. Congratulations. What more can you ask for? It's really gonna do so much for those students, so much for the school. Great job there. So let's head back to the lines right now and I wanna go to Lloyd who's joining us from Williams Bridge tonight, Lloyd. Thank you for calling in. What's your question for the BP? Um My question is, um basically where I live is around the Gun Hill, Boston road area. And I've watched as like up to maybe about 10 lottery buildings have been built within the last three years. These lottery buildings have affected, you know, just the, the, the community negatively because of this, like the influx of people that are coming into the community and the community is having a hard time dealing with it. My whole thing is I'm trying to understand how come these communities or these buildings were not moved over to areas like Morris Park areas that were better suited for it or maybe areas closer down to the bottom like the valley and stuff like that that are propping them on main road and also lying about parking. I'm just trying to figure out what's going on with my community right now because I'm really scared for like myself and also my mother. All right, Lloyd, thank you for calling in there and I, and you know, I can kind of speak a little bit to some of what he's talking about there. I visited one of these uh new buildings in Williams Bridge that they're putting up and I think we're gonna show it in a minute. They're asking $3100 a month for studio in this housing lottery in these particular in this particular building. And this is not a one time thing. This is like he's talking about in that area. What exactly how would you answer his question and his concerns regarding affordable housing and affording the neighborhood? Right. So first I would say and encourage him to attend local community board meetings because many of the housing projects you do learn about when it comes to the local community board. There are many projects that are driven by government funding and tax subsidies by the city, state and federal government. And they go through the housing connect cities website where it's a lottery process. And right now, uh the 50% community preference has been in place. But now because of changes that's going to be lowered. Um And so there be changes in neighborhoods, a lot of it is about the value of the land where you can build. What the current zoning looks like that allows you the density when it comes to the height and the square footage of the building itself. Some have ground level retail, commercial, uh they have community space, health care facilities, early child care. I've seen a lot right, mixed use buildings. The fact is is that we have an affordable housing crisis across the city of New York. We have far too many families in temporary housing and yes, we do need to build and so we need to make sure that every neighborhood does its fair share that sometimes comes with some resistance because there are neighborhoods that have done more than others because of opposition because of attitudes, because of the type of housing, because affordable housing really should be affordable. We use that word loosely, but it should apply to everyone when it comes to set aside for veterans, older adults, when it comes to run away and home youth, when it comes to domestic violence survivors, we need to make sure we take care of vulnerable communities because these are often families that are living below the federal poverty level, they are rent burdened spending over 30% of their income. And so when it comes to a lot of these housing projects, you are seeing a lot in certain communities. And I do understand and recognize that some are saturated. We try to look at every project on its own merit that does come to our office so that we can make recommendations. But we also are very careful about the height. Uh We don't like the tower e buildings. We wanna make sure that projects are built to scale, but they're also for the local community and most importantly, maintaining the character of a neighborhood so that people truly see the vibrancy of each neighborhood and the diversity of a neighborhood. What we are doing is working with elected officials, the city council, the Adams administration because we often hear from many residents, MS Gibson, we can't afford more apartment buildings because that means more parking, more people, more trash. We don't get additional cops. There's a huge burden on our school system, on the parks, on all of the amenities, right? I call them necessities that every community deserves. And so we also make sure that we try if it's a larger project, 500 units versus a building, that's 80 units. That makes a difference when it comes to school seats, early child care UPK three P three K. So we try to make sure that we work with the local community, the elected officials, all the stakeholders to make sure that the projects stand on their own with merit, but also add more value to the neighborhood. Right. We wanna do that because we believe in the process of pathways to middle class. We want every family to thrive and strive and how do you do that? Affordable housing? Um And so I have heard, heard a lot from people that they applied numerous times and they just don't get accepted because it is a lottery system to be fair. But some of the projects you may see with a $3100 monthly rent for studio that's not affordable to local communities, right? And so sometimes you have some of the 421 a projects that are still in process and that's a state funded program. And that's when you see some of the higher rents that are more moderate and market rate. And then you also have a lot of the lower uh income housing that's more income restricted because of government subsidies. Yeah, we've seen projects that are kind of getting off the ground. I know they hire, started construction over in north in the second home there. Uh They're already talking about another building in Mott in Mott Haven, Mott, Haven, right? They're gonna be building something there, Powers Avenue, I think. So. That's some, something else that they're talking about. So there are some options and I think we'll wait and see what the rents are gonna be for those two, but hopefully they're actually affordable and something that people can afford Lloyd. Uh Charlize is joining us from Fordham. Charlize. Thanks for calling in. What's your question for the BP? Yes. Good evening. Hello Gibson. How are you? Good, good. Ok. Um, I live in the Fordham section of the Bronx and where I live at my building is in deplorable conditions. I've called 311. I've spoken with the management. I've spoken with the Super. I spoke with someone for from um University Heights which have a dealing with my building and we have a Super on premises, Miss Gibson. The garbage outside of my building is crazy. We have people who live in the basement level. The garbage is piled so high that it blocks this man's window. The man window that it is blocking is our former super which retired and he still lives in our building. And I called and I complain, I called 311 and nothing is done. I took the initiative with seven other people in my building. Uh September of this year and we cleaned my building, we cleaned the garbage area. I had people the super from down the block. He came, helped us clean out the garbage cans that was filled with maggots and bugs and they don't do nothing to the Super. And I'm confused on why should we be paying rent? And he's not, they're not delivering any of these services. My building, I lived here since 1990. You know what I mean? And now it's like I have to get out of here because it's embarrassing when my friends come over or someone come to visit and the garbage is piled high. He does absolutely nothing. I need your help. Maybe your agency and we can get together. I've been there before. I've showed pictures and nothing is happening. So when we say that this is a community, I'm a person in this community as well as the tenants in my building, we are ready to take action because the management company dug at management, they're not doing anything to this super and he, he's like he's not a civilian here. This is his job and he does nothing. I can send you pictures so you can see Elise. Thank you so much for calling in. Sorry, you're dealing with that. I mean, three decades or so more living there and having to deal with this now, but she sounds like she's fed up. That's unfortunate. And that should not be the case. And I wanna thank you for your efforts to even uh mobilize your fellow tenants and clean up because you realize that when one person does it, everyone can do it and everyone truly benefits, but that's not their responsibility. Tenants pay rent every month and there's an expectation that they should get quality service. And unfortunately, we have sometimes property owners and landlords and management companies that do not respond to tenants needs. We have a lot of long standing tenants like um this woman that has been in their buildings for 2030 years, a long, long time and they have seen the decrease in the quality of life. Um for many different reasons, I've heard this many times. So what I wanna do is work with you on the side. See if there is a Tenants association in the building because I always tell tenants that you should form a tenants association. There is power in numbers because you are not alone if you are able to fight and get restoration of services, everyone benefits. Now, number one, we shouldn't have basement apartments like that, right? Because we're still in the process of legalizing basement apartments. And certainly the disposal of garbage is something that we have to do better when it comes to residential. A lot of the work that Mayor Adams has done in DS N has been regulation of commercial trash, not residential. We need to get to that because that would apply here and allow the garbage to be disposed in a way that does not obstruct the window and that's not obtrusive to you actually looking out of your window and seeing garbage. Welcome back, everybody to ask the borough president here with BP Vanessa Gibson. And we're getting ready for the change in the seasons, which means Bronx week is right around the corner, isn't it? Yes, Bronx week is coming. Absolutely. And last year you were here, you made an announcement about a People's Choice Award, which was obviously very popular and people really seem to like that. This year, we're doing People's Choice Award again, but with a twist, right? Yes, we have always have twists. So first Bronx week 2024 is going to be Monday, May 6th through Sunday, May 19th. And we are excited to announce the return of the People's Choice Award. And for this year 2024 we're going to focus on health care. We're asking Bronx sites to nominate a Bronx native who uh just epitomizes health care heroes and shero who fosters a sense of community compassion, uh those that have served in the health care industry, whether it's the private health care sector, public hospitals, FQH CS School based health centers. We have so many health care heroes and Cheryls that have done amazing work during the pandemic. But every day all day and we just wanna celebrate that. So this year's People Choice Award is in the area of health care for more information and to begin the nomination process which the portal is now open, please visit www dot I love the bronx.com. We've got Rachel joining us, Rachel. Thanks for calling in. What's your question for the BP? Well, good evening. I would like to know how can we get a crossing guard on Bronx sale and sacking, got a crossing guard on Bronx Dale and sacket. Ok. Well, this kind of goes into something we were gonna talk about before with crossing guards in the shortage. And we got, we had actually got a Facebook comment from somebody today as well. We'll pop that up when we have a chance asking about the similar thing about a crossing guard at a school. I believe it was. Let me check here. I believe it was P S3 59. But to her question, Bronx Dale and Sackett crossing guards in general. This is a shortage. We have a shortage in school crossing guards across the city of New York. They do amazing work and most of them are women and women of color on the front lines. And let me just say amazing work and we need more. So the active uh recruitment effort to apply to become a school crossing guard goes to the NYPD. They are civilian members of the service and every precinct gets in a lot of school crossing guards and the decisions are made by the commanding officer. So this area of Bronx Dale and Sacket is the 49 precinct. So we can reach out to the commanding officer, uh Gareth Kentish and find out why that location at 359 does not have a crossing guard today. Now, more than likely there may be a crossing guard could be on vacation, could be out sick could have been assigned elsewhere. But we wanna make sure that all school intersections are covered with a crossing guard. But because we are low, uh, there are times when they shift, they rotate because we have to make sure that as many sites need to be covered are covered. But we will follow up with the local precinct. Uh, uh, make sure that, you know, the school does have coverage for school crossing guards. Absolutely. And Rachel, we've got your information there from calling in. So we will make sure to pass that along. So the borough president's office can follow up with you regarding what's going on over there at Bronx Dale and Sackett. Thank you so much for calling in. Uh Let's go to Frank right now. He's joining us from Melrose, Frank. Thanks for calling in. What's your question tonight? Yes, good evening. Um I'm I'm concerned about all these mopeds, people running around crazy all over the streets, sidewalks. Um Why not create some kind of task force to take care of this problem? Pull them over, no papers, no registration, whatever it is, lock them up or take the bikes away. And my second question is all these stores are popping up, selling these bikes. They should be held responsible that any bike that leaves their establishments should leave with place and insurance and this will cut it down also, Frank. Thank you for the question there. He snuck in a second question there, but it's kind of on the same topic and I know there's been a lot of push from a lot of different levels of government uh here in New York in the state and city regarding the mopeds and regarding registrations and licenses. So, but at the same time, people like Frank are dealing with this on a daily basis. Right. And let me first acknowledge in the Melrose community a couple of days ago, we had an unfortunate fatality. We had uh a young um African resident from Guinea who was unfortunately killed uh by a vehicle. Uh It was a hit and run and I wanna send my love and you know, condolences to that family and really look at that intersection off of Melrose Avenue working with dot with Commissioner and Perez. But generally speaking, this is something that Mayor Eric Adams and dot Commissioner Ianis Rodriguez and our deputy mayor, Mayor Joshi are looking closely at in the mayor's state of the city address. He talked about creating a brand new agency that would really focus on a lot of our delivery workers. They use E bikes and e scooters and really making sure there's a standardized process working with all of our food delivery apps who employ many these workers to make sure that there's a better system. We've heard a lot. Remember these are shared streets. So we have to hold everyone accountable to a standard whether you are a driver, a bus operator, a truck driver, everyone uses our streets, but everyone has an expectation to be safe. That intersection, as we have learned was the site of another hit and run previously with an older woman in the community. Far too much traffic violence, far too many injuries, far too many fatalities where people are literally losing their lives. And I've seen out of control drivers, I've seen out of control mopeds riding on sidewalks, not acceptable. So we're working closely with Mayor Adams. We're working closely with dot Because a lot of this is about what we can do to regulate, uh, the drivers and, and bicyclists and, and cyclists. But also what can we do? Around four, we can't have a police officer on every intersection, but we also can look at some of our street infrastructure to make sure that it's really safe. Uh, as an intersection, you want people to be able to be out on the sidewalk and be safe and we, regarding that and let alone a moped flying up and down. All right. Well, we want more coming up with you. So check them out. So we're celebrating uh Garifuna Heritage Month on Thursday, March 7th at 5:30 p.m. at Bronx Borough Hall. A 51 grand concourse corner of East 1 61st Street. Also, same day, our higher education task force is hosting a Bronx College Fair uh from 4 p.m. to 8 p.m. at Bronx Community College 2155 University Avenue uh on Monday, March 11th from 11 a.m. to 2 p.m. at Bronx Borough Hall as well. Our disability advisory council is hosting a meet and greet. Uh We are doing uh if tar event uh recognizing our Muslim community on Thursday, March 14th, also at Bronx Borough Hall uh in our rotunda. And March is women's history mom, Thursday, March 21st at 5:30 p.m. We are ha having our celebration of Women's History Month and the location is to be announced. And also in March, we're recognizing Irish Heritage Month. Our celebration is Wednesday, March 27th at 5:30 p.m. at the rambling house at 4292 Katona Avenue in the Woodlawn community. This, this was a very, very uh exciting event quite a night from what we saw in conjunction with Windows of hip Hop. I know uh these nights really allow the borough to shine, don't they? It does. Uh 50 years of hip hop started in the Bronx uh August 11th, 1973. Uh The elements of hip hop awards is something we've been doing as bar president. Third, three years now. Shout out to Windows of hip hop president, Ceo founder Melissa lebron and her entire team. Grandmaster Caz Grandmaster Mellie Mel. This year's honorees were no exception. We had Karen Kayla Pedrosa. We had DJ Ace Lisa, Lisa and Cult jam uh Leon special Ed. Uh It was just an amazing night at Sosa Conf Fuego. Uh and we had Luis Torres there. We had just amazing, just artists. Uh shout out to our host to April uh Castillo and Zelo Castillo. Uh Shout out to doctor Misha Porter. Shout out to Denise Felipe. So many people that were there, Lisa. Lisa was in tears because she has not been recognized for her great work. You know the song. I wonder if I Take you home? Yeah. Would you still be in love? Yes. OK. That song, I'm a huge fan of special ed. He's doing a lot of work around education. Now, actor Leon is from the Bronx. His mom taught at PS 175 on City Island for 40 years from the Bronx. So we just wanted to showcase highlight hip hop, just everyone that's done amazing work. B boys B girls artistry. We had some up and coming artists that also perform. So again, Windows of hip hop, great job hip hop elements awards 2024. Absolutely. And before we go tonight, one quick announcement here, the Bronx Night market is coming back, isn't it? This is April 6. The Bronx Night market is coming back due to popular demand. You know, we had a lot of issues earlier uh last year. But thank you, Marco. Thank you for and big member Oswald Phillies, all the elected officials we were able to work with dot with the commissioner and really get the Bronx Night Market back. So now there's a contract, we're gonna clean it up. We're gonna have a vibrant Bronx Night market with retail, with entrepreneurs with great food, great performances. April 6th y'all.
