Welcome back to ask the borough president here on News 12, the Bronx with Bronx BP, Vanessa Gibson. Time to get to some calls. Sounds good. Right. I think we have Laurie who's dialed in from Wakefield. Laurie. Thank you so much for calling in. And what's your question for the BP? Oh, your ladies look so wonderful. And that's my question is, is, is concerning the Monte Wakefield campus at 600 East 2 33rd street. It's the rat infestation outside the campus. They run rapid out there. You're sitting down, they run past your feet. It's not, that's not a good look. And I've heard that one. Have we went inside the lobby as well? So, I don't know, can somebody come out there and take care of that? Absolutely. Wow, that's not good. So the Wakefield camp is 2 33rd off of Bronx Boulevard. Uh We will reach out to uh DS NY obviously and department of health and mental hygiene. There's a rat czar now for the city of New York, uh there has to be some rat mitigation efforts and measures put into that area and it's not the hospital itself, but it's the, the area around the hospital, the sidewalk, uh, the crosswalk, right as you exit the emergency room or the main exit. Oh, my gosh. That is just such a, such a sight to see. We will reach out to the appropriate city agencies and we'll get a team over there as quickly as we can and we'll also reach out to the community board as well. Yeah, that video definitely makes your skin crawl on the topic of trying to abate the rat issue here in the city that trash containerization making sure you put the trash, not in the bags but in the actual can. That's gonna go to effect in just a few weeks. Residential buildings, you hope that has an impact in driving down these numbers. It's residential properties with 1 to 9 residential units must use these bins with secure lids, uh, that are 55 gallons or less. Uh There's a lot of information being shared by department of Sanitation to property owners and homeowners. Uh, we are getting calls as well. So we're doing a lot of information sharing on social media and through our email chain and we wanna make sure everyone's in compliance. We have a few weeks left, but most importantly, we believe that these are the trash cans that are rat resistant. Um, and we have to do our part, property owners, landlords, everyone has to do their part. There's a lot of efforts that sanitation has underway between containerization, you know, composting is coming soon, uh here in the borough. So we have to get ready for that in terms of compliance and a lot of, of education. But we believe again, this is absolutely in the right direction. The mayor always says number one thing he hates are rats, rats, rats. Uh And so we have to make sure that we contain them because wherever there's food, there's trash, you know, there's likely to be rodents. So uh we will do our part to help make sure the message is out. But I believe the deadline is November 12th, that's coming up. So we wanna make sure that all of our property owners in this category are prepared. If you stay ready, you don't have to get ready, get the message out. Now now loud and clear for sure, so that you are ready on the topic of trash mitigation efforts. I mean, this is a topic that comes up all too often when we are doing the show. Um I know that your office has taken a closer look at some of the locations that have been highlighted here and some work has been done. So based on a lot of calls we got at last month A the BP in terms of trash uh legal dumping, we're working closely with Department of Sanitation. We are planning in the next budget cycle to allocate money for additional cameras, for sanitation, to capture the uh illegal dumpers that are happening overnight and late night hours in parts of our borough, we've done a walk through most recently with city Commissioner Jessica Tisch, borough commissioner, Dean Lewis and the Ds NY team. At areas of concern where we pick up Monday and trash is back Wednesday. We've looked at trash receptacles, corner baskets, uh, how we can modernize. We have a lot of new forms of trash receptacles on our corner, but at any given time, you see additional trash that's household that doesn't belong in those bins. And we have to make sure that everyone is doing their part. We also have gotten a lot of concerns about street vendors and other businesses that may be uh a part of this as well. Uh in terms of some of our commercial corridors. So we've done a lot of walk throughs, elected officials myself, whether it's Fordham Road, it's Kingsbridge, it's the hub. It's Melrose, it's 149. It's mainly areas, we have a lot of foot African people, busy areas where you have vendors, businesses, you have a lot going on, the holidays are coming up. So we consistently are working. We get a lot of calls in our UN BS unit and we're now going to highlight a lot of the areas where there has been clean up, Ds Ny is doing great. They're reaching out to landlords and property owners. We get a lot of complaints from residents. This vacant lot near my house it's owned by a private landlord, it's owned by a bank. They're not maintaining it and it's causing my property to be affected. That happens a lot. Uh And so we wanna be mindful of that, that all property owners must maintain their area. You have to clean, especially if it's fenced in. Sometimes it's not fenced in. So we've seen a multitude of different things, but most importantly, these are issues that people care about. They care about clean streets, trash being picked up, the park is clean, they care about that because that's about a quality of life. And it's also the beautification of our neighborhoods, right? And so we look at a lot of these things. We're modernizing our Step Streets now with artwork, we're working with organ organizations like city arts and we're working with school communities so they can design artwork on step streets. So we wanna make our communities even more beautiful than they already are. But guess what? We have to take care of them. This is a shared responsibility, not just government, but people, property owners, homeowners, taxpayers, everyone has a role to play and we wanna make sure that we are giving the supplies and the resources necessary. We have a lot of clean ups all over the borough, respect to all of my colleagues in government and a lot of our advocates that are off the block, adopt the Step Street, they do what they can. And at the end of the day. It's a shared effort and a shared responsibility on the topic of quality of life issues. I just wanna get to a quick, uh, social media question that we got online from, uh, Richard on Facebook who wrote what to do about these car washers that show up and block our fire hydrants taking water and hooking up a hose. They block four way traffic lanes in an area that has homes that also rely on that water. I know this is an issue that we've talked about often here as well. Yes, very problematic. And I understand and I see it a lot along highways, we've been working closely with sanitation. They are aware they do enforcement. But as you know, if we enforce Monday, they're back on Wednesday. Uh, and the hope is, is that, you know, with weather changing that you'll see less of them. But again, I understand everyone has a hustle, everyone wants to make money, but you have to follow the rules. There are places where we can allow that type of activity, but again, with rules and regulations, but you can't just pop up anywhere taking up parking using fire hydrant, uh, depleting on our water supply for the homeowners and the residents in the commercial areas in that particular neighborhood. So more to calm. We're working with sanitation on how we can do better around enforcement and really regulation. Welcome back to ask the borough president with Bronx BP Vanessa Gibson. Great to have you with us here during October because there are two really important causes that we look to during this month. I'm thinking of breast cancer Awareness Month and Domestic Violence Awareness Month, which I know are two causes that your office has been especially involved in raising awareness about over the last few weeks. Absolutely. We've been wearing purple and pink, pink for breast Cancer Awareness Month, American Cancer Society. We did the annual making strides against breast cancer, Mola Bay Plaza. We had hundreds of people, our advocates, survivors, drivers, health care organizations, labor unions. It was great. Uh We also announced a partnership with Montefiore Einstein. We gave an $800,000 commitment to purchase two new 3d mammography units and a mammography mobile unit along with council member, Eric Dinowitz at $600,000. And we did a 31 day of action for domestic gender based violence, working with the mayor's office, different partners. We had a diva spa day where we had a day of pampering with facials and massages and just showing love to our survivors. We had the annual five K walk road run bounce with D A Darcel Clark where we started at the concourse in 161. And we heard powerful stories from survivors and we've had panel discussions on child traumatic brain injuries. We talk about strangulation. We talk about stalking. We talk about revenge porn, gender based violence. We talk about elder abuse, youth, youth relationships, how we can focus on both sides knowing that offenders used to be victims because hurt people, hurt people. And we have to do more. Bronx leads in domestic violence incidents and homicides. And we've had far too many cases where predominantly women mothers were victims and we want to make them victims of their circumstance and not victims. And so there's a way out. The city's hotline number is 1 806 121. Hope it's a 24 hour hotline. You can call 311. There are ways out, there are many signs that are visible but many signs that are not because domestic violence is physical, it's financial, it's emotional and it comes in different forms about coercion and control. So we're still doing work. We still have a lot more to go, but this is work all year round. Not just a month of October, domestic gender based violence and breast cancer awareness, but my love and gratitude to every survivor who has used their story to turn pain into purpose and your storm into strength and really making sure that we are the catalyst for change that we deserve and want to see in our borough. It is so powerful and important for those stories to be shared. And as we look ahead to November, that brings us to our health tip this evening. Yes, our health tip is around men's health. It's a big topic, November is move when we are focused on men, brothers getting yourself checked out, getting screened because early detection matters. Uh we are bringing awareness and supporting those that may live with prostate cancer, but also get screened for it. Tar cancer and mental health issues. Get your annual physicals, men step up. Welcome back to ask the borough president from BP Vanessa Gibson. Time to get to some more callers. I believe Milly has dialed in from the Grand Concourse tonight. Many thanks so much for tuning in and calling in. What's your question for BP Gibson? You're very welcome. And you ladies look lovely and blue. That's my favorite color, but it turned out well. Um So my question is um honestly, like, I'm confused, I don't know who to vote for. I thought I knew. Uh but now the person made the, you know, the uh comedian made that comment. I'm really like, I really, I don't know, I don't know who to vote for. I just wanted, you know, Vanessa to give me some kind of advice. Oh, wow, that's an interesting question. So I can honestly say that you have to do your homework, you have to do your research. Each candidate comes with a profile, a platform and a vision and you have to base your decision on what their vision is for this country, right? Uh In terms of what issues you care about public safety, immigration, housing, economic development topics that you care about as a person and as an individual, what's important to you and which candidate best fits your priorities as an American and as a New Yorker. And as a voter, I always say the best voter is an informed voter. Every voter should be informed. Each candidate has a website. I encourage you over the next couple of days. Tuesday, November 5th is around the corner and we really want to make sure that you have the best information, but also the people that are supporting the allies and advocates who have galvanized around each of the candidates. To me also speaks volumes about who each candidate is, who stands with this candidate for a reason who stands with this one, the Democrat, the Republican Party candidates as well. So I think again, as a voter, you want to be informed and it's important for you to take the time to see which candidate speaks best for you and puts a plan forward that you believe is in the best interest of the American people, of all people, not just some people, but all people on this topic. What do you make of the attention that former president Donald Trump has paid to the Bronx in this election cycle, we hadn't seen a Republican presidential candidate in the borough for 40 plus years, I believe. And now he's been here twice in the last few months. I think it's all a part of the strategy. The Republican Party is looking at numbers. New York is a proud blue state. We are heavily democratic across this state. And I think there's a lot of momentum from other parties to try to come into places that are heavily Democrat and try to capture some of those votes, those that could be or those that may be on the fence. And you know, at the end of the day, I think a lot of it at this point is really about just trying to change people's minds or bring them to the table. But I also know that a lot of it is really photo ops, right? And you know, let's be honest, we have not had a presidential candidate visit New York City and the Bronx in quite some time. And I think all of that is happening now because there is a lot of momentum to really shape this election. Uh a lot of conversation and, you know, I've not been proud to see a lot of the rhetoric. A lot of the um you know, discriminatory and racial slurs that have been, you know, depicted on people of color, on women, on immigrants. It's insulting and I feel personally attacked as someone who fits in many of those categories as an African American, as a woman, as a Caribbean American coming from an immigrant family, it's not acceptable. And so that's why I said to the prior caller, you have to figure out as an individual who best aligns with your values. If this candidate speaks to what you want fundamentally and believe in as an American, then that's the candidate you go for. And the Democratic Party. To me, I am a proud Democrat until the day I die. And I will always vote Democrat. But I know the Democratic Party over the years has had a lot of challenges keeping the House, right, making sure that we keep the Senate in the majority, the White House, right? Even the State Party, we have a lot of work to do because I think we're losing a lot of voters at the youngest of ages, but we want to encourage them and we want to make voting attractive. That's why we talk about voter education. So you know, the reason why ancestors died for the right to vote, why they were subjected to poll taxes and literacy exams when they couldn't even vote and they stood on the longest of lines and yet we have the ability to vote and we don't vote because people say my vote doesn't count. Yes, it does. If your vote didn't count as much as it did, there wouldn't be an effort to try to undermine and take away your right to vote. And so you can't tell me that your vote does not count. We've had elections where people have won with five votes or 10 votes. So that means every vote counts. And I love to say in the words of one of my staff, when we vote, we all count and when we all count, we all can win. You have to be a part of this process because the president matters. People say, oh, you know, I only vote on president elections. There are state elections, there are local elections. You have to be a part of this process because what is the message we send to our kids and our young generation that they don't vote, that they don't count that they're not worthy. They are, they're absolutely worthy and they're important. So we have to demonstrate that with our actions and not words. And we have to show the next generation what leadership is all about and what voting is all about. So true. Obviously, a huge presidential election, but so many local races as well will be. And just another reminder that this is really what is the bedrock of democracy being able to go out and exercise that right? To remind everyone to please turn over your ballot. There was six proposals uh at stake and we need everyone to turn over the ballot, flip the ballot. It doesn't end with just the races. There are questions there as well. Let's get to some more questions that are on the phone lines this evening. I believe we have Barbara dialed in from Woodlawn. Barbara. Thanks so much for calling in and what's your question? Oh, thank you. Um I've been a wood lawn resident for over 40 years and I currently work in closer to the Wakefield section and what my concern is. And my question is regarding the number of commercial vehicles and tractor trailers that are being parked and left along Webster Jerome, um, the, the bridges and near uh Bullard Avenue. Uh What can we do to kind of get rid of this as it's become more of, uh, not just a parking issue. It's a question of sanitation being able to clean the streets and safety. You know, obviously it's compromising if that, that much weight and that much commercial vehicles are parking in residential areas. I'm concerned. So what can we do to resolve this? So that, ok, that is a great question and we get concerns and calls and inquiries all the time. NYPD, a partnership with dot Has done a number of enforcement actions overnight. The challenge we have as a borough is that we have a lot of truck traffic. We had a lot of, a lot of truck drivers that are Bronx residents that live in our borough and drive trucks for a career and a living and a profession. So I understand that dot Is now looking at a potential pilot option across the five boroughs and we don't know exactly where, but we do know that they are looking at places where we can park trucks overnight because we see it co op City Gun Hill along parts of the Bruckner, uh 2 33rd Webster it's all over. And a lot of these trucks are there for days, weeks at a time. So, yes, the street does not get cleaned. Uh It's a huge disruption of parking in residential communities, but I often say sometimes it's two issues confronting us as a city, not just the Bronx, we don't have the necessary equipment from NYPD to tow these tractor trailers. Number one and number two, if and when we tow them, where do we tow them to? No one wants a truck stop in their residential community. I understand that and I've heard a lot of pushback. We're so close to New Jersey. I understand that there was at times uh a, a temporary closure of a truck resting stop in New Jersey so that likely cause a lot more traffic to come into the Bronx when it comes to trucks. But I'm excited about this potential pilot and want to see some of the details and learn about it from dot And working with NYPD. But those are some of the challenges we're facing. We get a lot of calls and I understand they take up excessive amounts of parking and again the trucks are left, not just one night but sometimes 567, more than a week that's not acceptable. And we do respect the truck drivers that are Bronx residents. I get it. I understand, but there's a time and a place for all of that. And so my hope is is that we can come up with a plan because there has been enforcement actions by precincts that we've been notified of as elected officials. But as you know, you tow it on Monday and guess what happens the truck comes back or the trucking companies at the end of the year, they absorb all of those tickets and fines that they had and then they usually have an agreement with the city and then they pay a million, $2 million in fines and that's it. So those are some of the things I've experienced and I wanna make sure that we do find a way because it is unacceptable and certainly to read, um, the new re uh 2 41st Street Bridge. Yeah, absolutely. Good to hear though that there is a conversation used to see. We'll have more detail. I do wanna also turn to another social media question that we got on X. This one comes from B Bossy. Uh She writes with all the demolition of houses and construction of complexes. What is the BP doing to help ensure more Bronx sites have the chance to purchase a home here in the borough. I'm all about pathways to home on this ship. Yes. Yes. Yes. Organizations like NHS and others that help with first time homeowner programs. Uh We have an incredible amount of opportunity. It's not enough. I'm always pushing HPD to do more. We have a very ambitious agenda uh to produce 500,000 units of housing over the next 10 years. A lot of that is affordable, supportive, set aside for formerly homeless families, for veterans, for foster youth, for DV survivors. Yes. Yes. Yes. We need all that senior housing. Yes. Uh, conversions with Night Show. Yes. Yes. Yes. But we also need home ownership. And so based on the H PDH DC financing term sheets, developers can do a combination of affordable housing, homeownership opportunities. Like we joined majority leader fia a few weeks ago and we did sound View Park homeowners and they had to set aside for night. Great. We need more of that because it's not enough. But that is the pathway to the middle class. So more to come. Uh We definitely looking at a lot more ideas and a lot more vacant land. But if you have a site, please send it over to us so we can look into it to find out if it's a viable site. It's an issue important to so many. Thanks for staying with us here on ask the borough president with Bronx BP Vanessa Gibson Big Week in the City Council. Last week, we were just talking about housing as the council heard testimony about the city of yes rezoning plan which aims to really build up a lot of housing across the city. Some of the conversations surrounded the affordability, the true affordability and what would ultimately be created in that plan. And so perhaps that it's a one size fits all plan to a city with very unique and different neighborhood. What are your thoughts on some of the points that were brought up during those hearings? So I commend our chair, Kevin Riley of the Bronx for hosting a 10 plus hour hearing. We testified virtually because we support the concept of the city of yes, Zho. Uh but we had some concerns about the parking mandate that would be lifted the ad us. Of course, we wanna allow homeowners the latitude of expanding all their homes if they can, the affordability aspects, every neighborhood has to do their part and representing a borough like the Bronx where we've done a lot in the South Bronx we've created thousands and thousands of units of new, affordable, deeply affordable housing, passive housing, but yet you have neighborhoods that have done very little if not at all. Um And so we don't believe that this is going to be a drastic change for low density communities that are R four and R five, they would see a one or two story increase. We're not going from five stories to 20 stories that's not going to happen. And there's a lot of misinformation out there. If you are a low density district, more than likely that will be maintained. If you're a medium, you'll stay medium. If you're high, you'll stay high. We're not drastically changing neighborhoods at all. We appreciate and respect the character of neighborhoods, especially neighborhoods of low density where you have a lot of homeowners. We understand that. But what we're saying is that everyone wants access to the American dream. First time homeowners, like the earlier caller, everyone should have that access and should have that blessing. Why are we leaving it for just the affluent or just the chosen ones? It's not fair. And so we believe in what this plan could do. These zoning changes have not happened since 1960 51 when many of us weren't born. And so we have to do something different. It's not outside of the box. I do respect and understand that a city wide approach like zoning for housing opportunity can appear as if it's a one size for five boroughs, but we're a very unique borough. So my hope is the Bronx delegation, our chair, our delegation members will really make sure that now that it's at the council level, there will be revisions. I mean, that's all a part of the process. 12 of our community boards all weighed in and we have their recommendations, we submitted recommendations with conditions and so we believe at the end of the day, it's the right approach to do something because we have a very low, you know, vacancy rate in the city of New York. It's hard to find housing. Everyone calls and says, Miss Gibson, I put my application in 10 times, 10 different buildings. I never got called. The problem is we don't have enough supply to meet the demand. The only way we get ourselves out of an affordability and a homelessness crisis is to build more housing that has to be conducive to working class families, to those that are aging out of foster care, to you, to veterans, to seniors, right? We have a lot of older adults living in large apartments that may want to downsize. But guess what? We can't kick them out. Where are we putting them at? We need more senior housing, we need more supportive housing. That's why I was so grateful to be with my elected officials and city officials that me uh Melrose North this morning, 100 and 71 units of affordable housing, set aside for formerly homeless families in the Melrose community. Uh recognition of NH PDH R A DS S A combination of agencies working together, agencies working together, we have to work together. So my hope is over the next several weeks, you know, you'll see some more changes before it comes to a full vote of the city council. This discussion is really just getting started. But to your point, those Melrose units all rented out with 50,000 applications that they likely got. That goes to show the need here. Thank you, Bronx Pro and us and beyond. And I believe we have another caller on the line tonight. Maria has dialed in from Norwood. Maria. Thanks so much for joining us. Go ahead and ask your question when you're ready. Good evening. I wanted to ask, I live at the building. 34 75 34 77 is a 54 unit building. It's in Knox Place in West Gun Hill Road. The landlord doesn't give no heat because he says he put in a gadget in the boiler where he controls the heat. And then in 15 apartments or 16 apartments, he put little boxes in the apartment. So if those apartments are warm, he will not give no heat at all. He doesn't give no heat to no one. He only gives heat maybe like at five o'clock in the morning for one hour, which we went right down and he said this is legal. A lot of landlords are doing it. So what can we do because 40 degree and heat is controlling the heat. Um And sometimes the water, what could we do about this problem? Is it legal? Wow. So as of October 1st, the heating season started when the heat goes below a certain temperature in the evening. Overnight, landlords are required to provide heat to all tenants. Uh It sounds like those are heat sensors that were installed in those units that you're referring to and we want to make sure that landlords do their part. Uh You cannot nit pick who you provide heat to. That's not acceptable. It should be across the board. So I suggest any tenant that is experiencing heating issues and hot water as well. They usually go hand in hand. So please call 311 and log in the call, get a complaint number. You can follow up with our office, the community board, your elected officials. Our main line is 590 3507 18 area code and we will follow up. Uh HPD monitors all heat related hot water related cos across the city. And you know, last heating season, the Bronx had a lot call. Thousands of people called and this is where I worry in the winter about people using different options to get heat like space heaters. I worry about that. That's why landlords have to do their part and provide sufficient heat. And if your windows are poorly insulated, you're not gonna feel the heat you have. So that's a whole another issue. But call 311, we will follow up and then HPD, we will send out inspectors to inspect the apartment and the unit to make sure that the heat is on. And obviously they will follow up and work with that landlord. But we have a lot of actors out there. We just want everyone to play your role, do what you're supposed to do as a landlord. But also tenants have the call as well. That it goes to show that this is an issue borough. Why? Thousands of calls just last year alone. And as we enter the winter months, hopefully not as many this year, but here we have one case already. Thanks so much for joining us for this edition of Ask the borough president here on News 12, the Bronx. We were just talking in the commercial break that hard to believe that the end of the year is gonna be here before you know it. We're looking ahead to some events over the next coming months. Yes, we are. So we are having an event on Tuesday, November 12 called Diva Talk. What's next? Domestic violence advocacy, poverty and politics hosted by Monroe University at 2468 Jerome Avenue in Jerome Hall of the Mint Auditorium, Tuesday, November 12 from 1 p.m. to 3 p.m. Then we're having a Bronx neighborhood safety resource fair at the family school at 1116 Sheridan Avenue in the Bronx. That's near mcclellan and 1 66th street. And that is on November 18th from 5 p.m. to 8 p.m. And finally, we're doing our annual chess in schools tournament on Saturday, December 7th and that is going to be at PS 70 X at 1691 Weeks Avenue. We're gonna have young people playing chess on a Saturday. I'm so excited about that. I love giving some things for the kids to do a Saturday. Well, spent nothing better than that. We're looking ahead to things in December that makes me think of the holidays that are about to be upcoming and how many families, you know, are in need of some help during this time of year. And I know your office is doing some really great work to try and connect families, especially those who are facing food insecurity. September and October. we identified as healthy aging months. So we've been working closely with uh health department. We have $10,000 in health books, the $2 coupons that you use at farmers markets and green markets. We've been doing pop ups all over from harvest homes at Mount Eden Lincoln Hospital, Bronx Borough Hall, Park Chester, the Northeast Bronx Y MC A. We've been all over the Bronx giving out health books and information on how families can access healthy food. We were with Leslie Gordon, the CEO of Food Bank of NYC, uh our city's Food Bank and we did a pop up day uh at the location in Hunts Point on Food Justice Day. And we learned about the work of the Food bank for New York and then the holidays are coming up, turkeys, fixings, peril chickens, everything you can think of. A lot of families in need. We will be working with all the elected officials, community partners, labor unions, CB OS churches to do our part as well as in December, as well as our Toy Drive Three Kings Day. We celebrate, we have a lot coming up over these last uh you know, two months of the year, but we are excited. We're grateful and any way we can help make the Bronx better. That is our responsibility. I always love to emphasize the health books program because this is literally coupons for cash that you could be using at farmers markets that connects you to fresh produce. This is a huge opportunity. So really encouraging against hunger with the food distribution in Williams Bridge. That's amazing work.
