Welcome back to Ask Your Advocate with Public Advocate Jumani Williams here on News 12, a reminder if you have a question. 718-861-6800 is the number to dial. We'll get to those questions in just a moment, but Public Advocate, before we went to commercial, you had mentioned work that you and your office have done specifically regarding keeping ice off of Rikers Island. I want to broaden the conversation a little bit because since we've last talked. There has been some action taken regarding who ultimately will be overseeing Rikers right now and it seems as though the city will be losing much of its control over the jail. I know you have been very vocal about highlighting the issues that you've seen firsthand. What are your thoughts on this move and are you hopeful that it will bring about the change that you have been advocating for? Yeah, you know, as I've been saying, no one has been safe on that island for a very long time. That's detainees and that's corrections officers and staff on both sides of the bars is a problem. Um what that judge's ruling says is what we've been saying, uh, while, you know, to their credit, the Adams administration did not create this mess, uh, they failed, uh, in trying to address it and as much as they've been pushing back on what we've been saying, the judges finally said, uh, you, you have failed, you've been able to, unable to show a plan. That can uh fix this and put it into remediation um and we're gonna have other people making decisions about how the jail operates and I hope it's not just one person but I'm hoping there's a committee of folks with different voices that really um are focused on this, um. You know, I also hope that as we move to our closing Rikers, which is the law, there's a culture change so that we don't bring the culture of Rikers into the five borough-based jails that are being built. There's a lot going on there, um, and the mayor is just not the right leader for this. It's unfortunate. Uh, I, I'm going through his eyes wide open, so I don't know if it's the, the magic bullet. I do know, you know, what we've been doing hasn't worked and so since what we're doing hasn't worked. And the mayor is incapable of providing a plan, then we need to do something else because people are literally dying in there and people are being hurt. To that point, on day one, is there one specific action you'd want to see this new manager, so to speak, take that you think could really lead to substantial change? You know, we have had a number of ideas to try to keep people safe. um, the bill that people commonly call solitary, which is always interesting because. There's a lot of violence that goes on there and our bill is not in effect and so people keep trying to blame the bill even though the bill hasn't been passed and what we're saying we have to try something else because using isolation for a long time period. Uh, is only causing more harm and particularly when people come back so figuring out a way to to to to follow the law and not do that, I think would be helpful. Finding a way to get and this is where everybody agrees, get people who have severe mental health issues off of the island. You'll find complete agreement there. Finding a way to push trial because one of the problems again with this agreement all around is speedy trial. People are not having their trial, so they're remaining in Rikers and what we see is the longer you remain there, the more likely violence will occur, um, and so those are spaces that probably frustrated me the most because left right center all agree. And then we're still not able to do it, so I'm hoping, uh, you know, the the the the remation process, uh, can help us achieve some of that, um, to keep everyone safe there. Yeah. You and many others who've been raising the alarm about what's going on at Rikers Island for sure. I do want to get to our first caller of the evening. We do have Greg who's dialed in from East Flatbush. Greg, thanks so much for your call and what's your question for the public advocate tonight? Hey, um, good, good evening. Um, what's going on, Jamani? Um, I just had a question. I'm the president of my building, and I wanted to know what strategies can we take if there was one to, tenants can buy their own building just to cut the middleman, which is the landlord. I wanted to know, you know, if you know any techniques or strategies because with the rent keep continuously rising, it's like we got to find some kind of solution, you know. Mhm I think a great question for you because I know that you have worked with other tenants groups to achieve exactly that. I appreciate that, Greg and congratulations, the president of tenants. And um, you know, there's two bills actually, one a reso, one a bill, uh, one, in the city council, uh, one that I sponsor, um, that is about Topa and COA. So actually state would allow one city can do the other, giving tenants the ability to purchase their buildings is exactly what he's saying, and co op owners will purchase their buildings, um, particularly when you have, uh, in tenants. Case bad landlords who are just not doing the job they're supposed to do, giving tenancy the ability to purchase it, or nonprofit partner to work with them to do it. And so what I would suggest now is one the worst landlord list that we put out every single year has begun to be a great organizing tool with tenant associations like Greg, so I will look and see if your landlord is uh on the the worst landlord list. um I would also either. Reach out to our office, local elected um to find out what nonprofit there because there are nonprofits that work with tenant associations very specifically to figure out how I would imagine there's some repair issues that are going on there, um, uh to help figure out how to get the repairs or if it's so bad, how to get HPD in, uh, to make some of the repairs and how to move toward taking the building from the landlord, I think. That's not done enough. uh, I think when that happens we, we might see some some change in behavior. Yeah, as we see others do it, others like Greg get inspired and reach out for the first step that they can take on the topic of housing right now, I believe as we speak there is a rent guidelines board hearing that is underway right now. I know there have been other lawmakers who have publicly supported and called for a rent freeze as the board considers hiking them up yet again anywhere from, I believe 1.75% all the way up to almost 8% depending. On the duration of the lease, do you support a rent freeze right now? So one, this is Eric Adams, uh, rent guidelines board. We've seen the most, uh, rent increases in the past 20 years than we have in the past in the past 3 years. That's because of Eric Adams. I do support a rent freeze. uh, I also know that there are some owners that are dealing with issues. One, we've seen hikes in rent, but we haven't seen better housing stock, so that doesn't necessarily translate, uh, but for owners who are actually trying to do the right thing and are struggling, what we need is. Government to step in to assist because they can't get that money from tenants and we see homelessness increase and so yes we need to rent a rent freeze and let's find a way to help those owners who need it the fact that we bunch them all together and we usually put black and brown homeowners in the front uh to hide some of the bad things that are going on with some of the bigger owners just doesn't work anymore and so I really hope that they make the decisions that are needed to help everyone. Thanks so much for tuning in to Ask your advocate here on News 12 as we continue the conversation right now with public advocate Jumani Williams, and I do want to turn to a serious topic because over the last week or so some allegations came to light about a former employee who says that her allegations that she came to about uh potentially being drugged by members of your security detail uh were not handed. Handled appropriately in her purview, I do wanna give you an opportunity to just clarify what exactly those allegations were when they landed on your desk when you learned of them, and then what action was taken as a result. You know, allegations like that are uh are pretty serious, pretty egregious and so what you wanna do is, uh, take it seriously and act immediately, uh, which is what we did it was allegations of some kind of collusion with a member of my staff and actually NYPD detail. Just for context, it was at a lunch party daytime in the office with, you know, all the staff there, all the doors open, uh, and, and we took it seriously. Uh, there's been independent investigations, uh, folks were immediately put on leave and, uh, taking all the detail while the investigations go on, uh, to this point we've, we found no substantiation. To it, but the investigations continue. Um, IAB has an investigation. CCRB has an investigation. Those continue as well. Um, we decide to, uh, hire a third party, uh, uh, uh, um, uh, uh, organization, uh, that's actually based in Virginia to conduct their own investigation, and today we haven't found any substantiation, uh, but we're hoping the, uh, the full investigation will, will, uh, conclude soon. Uh, we learned about this, these allegations I believe it was on a Friday. And those things I'm talking about happened on Monday, and so we took immediate steps to take the allegations seriously and move on. And you say that you hope that the investigation is concluded soon if by any chance what ultimately comes to light is any different than what you've learned so far, which is at this point that there's no substantiation to those claims. Are you prepared to take more of a move and perhaps. Those people who were placed on leave are removed from the office entirely or any other changes you're prepared to make. Yeah, well, keep in mind what has been alleged is actually criminal. So, um, if there's some substantiation, there's, there's a whole bunch of serious things that have to be taken to a place, which is why we immediately brought it to place like the department of investigation. All the agents that you can think of, we brought it to them, so, um, you know. I I just wanna make sure people understand how seriously we take our office, how people feel in the office, and that we took it seriously and acted immediately. So of course if this, if there's substantiation then you have to, you have to act, uh, you know, do some other things that are that are much harsher, but it's also criminal and I have to go to other to other agencies as well. Welcome back to another edition of Ask Your Advocate here on News 12 with New York City Public Advocate Jumani Williams. I do wanna ask you a follow up question to a conversation that we were having sadly last time that you were with us, which is when we had learned. That a 16 year old girl now identified as Yvette Jeffrey had been shot and killed, the unintended target of a shooting that happened in a schoolyard in the Bronx. Since we've talked about that tragic passing of this 14 girl, we have now learned that a 13 year old and a 14-year-old have now been arrested and charged in connection with her murder. It's hard to talk about when we're talking about kids killing kids allegedly in cases like these. What do we do as we enter the summer months to really reach these kids where they are and turn them away from the negative influences which only seem to be reaching them at a much deeper level? I mean, these are babies pulling triggers allegedly. It's hard to watch. It's hard to listen to. I'm sure that what her parents are dealing with now is this excruciating. And you have two other folks that are alive, but their lives are, you know, forever changed and so we've seen increases of youth violence after the pandemic particularly spike across the country, not just here and we too often see increase in violence. Months which I refuse to accept is an inevitability, but we do know it comes. What uh we often see is people trying to arrest our way out of the problem. And so now we're trying to arrest the children of the people we arrested 20 years ago. That is frustrating because it didn't work 20 years ago so I'm always saying this, you know, when I ask people across the city, they believe that crime is an issue we have to address that law enforcement are partners to address it, but they cannot do it alone. And the last question that last statement is where we have most of the problems and so where we see a flood of law enforcement which by the way might be needed for a small time period we don't see anything else and so the agencies that can provide services communities the community groups who know these young people themselves who can engage with them, don't have the funding or the structure to address it so literally we're failing at the front end. And saying please can you go solve this problem at the back end but the back end means that people have already died even if you make arrests, even if you hold accountability. I want people to stop losing their lives, particularly young people, particularly black and brown communities the same communities decade after decade, and my hope is that this mayor would be a mayor who understood that public safety was a uh a multi-level approach and that. It's a, uh, you know, it's a process that we all have to take a part of, but he hasn't and so the plan that I stood with him a few years ago, uh, to address this has never been executed. What he does know is police law enforcement in Rikers Island, um, and that doesn't help these communities. Now there's some folks that have to be taken off the street. It's very clear and we wanna make sure families get accountability, but I wanna prevent it to begin with. So my hope is that at some point we will get to this prevention in a very real way. And structuralize it because anything that we can't solve we send law enforcement and so you know you know these communities where you see the cops on every block my only question is what else is there on that block so that when that cop isn't there, um, people are still safe we haven't been able to answer that question and we need to focus on our teens as we mentioned we knew after this pandemic we had a mental health crisis for adults. Our children cannot process what occurred to them. And we did not put the requisite amount of uh uh resources in there to deal with it and I'm really hoping we deal with it now and I wanna shout out people who do gun violence and women want shout out K B CCD is pushing a safe summer on, you know, regardless of what the media tries to say, the people in those communities themselves are doing the best they can to stop this. No one wants to stop more than the communities and the people who live there, um, you know, if a grandmother can't get some milk. Or a child can't go to school, there has to be accountability for that, but we have to be doing something else. To prevent that from being the case in these communities decade after decade, absolutely it seems like it's a very holistic approach that you are talking about there on the issue of public safety. I believe we had a question from Sam from Soundview specifically talking about the subway system right now, and I want to get to Sam. MTA cops, what is the point? It's coming out, out of our pockets as tax, taxpayers, you understand? What are they doing for us? They're actually starting more problems than helping us. People smoke crack on the train station, but yet you want to bother somebody for 290. It's an issue, uh, uh, a topic that we've heard before where people feel like perhaps the resources aren't being directed at the right location specifically when it comes to combating that subway crime. Yeah, again, if we don't know how to solve a problem we send police. Way has another negative impact because law enforcement is doing forced overtime which is stressing them out and so they're not able to see their families, which in turn can have another effect, um, you know this is going back to the end of the de Blasio administration, probably the 11th to 12th surge of police that I know of is happening in in the subway system and we're still hearing how violent episodes happening. Which means I mean I don't know how many police you're gonna send down there um but again what else are you sending down so we do know a lot of this is happening from folks who have severe mental health uh issues um by the way, if you have a mental health illness, you're more likely to be a victim of crime than actually commit crime, but we do know some of the worst, um, things that we that we've seen unfortunately haven't connected with people who don't have a continuum of care and so what we've been pushing is I don't know that cops can solve that. Um, so let's find a way to get people to continuum of care that they need. Uh, what the mayor and others have often focused on was involuntary hospitalization, which is a tool they already have. So people may not know last year over 8000 New Yorkers were already involuntary hospitalized. We don't have all the data of what occurred then. And so we do know something you have to be able to do, but it's not an entire plan the continuum of care for folks, particularly in communities that are black and brown poor, um, who can't access that is where we should be focused on. So again, law enforcement, the presence of law enforcement is not, you know, my, my daughter goes and uses the train almost every day. I have the same concerns that every parent has, um, and so I know that at some point you do need some law enforcement presence. But we have Leaning on that forever and the problem is we're not doing the other things that by the way, everybody knows needs to be done everybody will agree that law enforcement can't solve mental health crisis, that they cannot solve homelessness. Police don't want to be asked to do that yet we are continuing to ask them to solve these problems and so you have people who are really like that gentleman I better sandwiched between um real things that are occurring um and and. The real over policing that doesn't necessarily solve the problem and cause some other issues, and we have to have leaders that will really try to figure that out, not feed the fair. By the way, you can actually be safe and not feel safe, uh, which is two different things, um, but you know, if, if you're a victim of crime or you know somebody's a victim of crime, the data of safety means nothing to you and so we have to know that as well. But we're not really doing a good job of making people feel safe, um, and there's some, there's there are too many victims of crime out there. That are like what are you doing not only for me but to prevent it from happening to another family and real quick because this has emerged as an issue throughout the mayoral campaign over the last few months, the issue of whether or not to add more cops to the NYPD's force, your thoughts on whether or not they should grow the force? Well, one, we have to move from stop being, you know, tough on crime. To being serious about safety, so it's that same thing. So everybody talks about tough phone contract, but you're not serious about these communities being safe. Um, 2, yes, we have slots that are 15 to 2000 officers that have been available for hire. We should hire them up. Slots across agencies from DOB to HPD that we're not hiring up excuse me, so that one is a no brainer actually we need to hire that up, but we also need to do something about the morale which is not just based on conversations. It's also based on the fact that we're doing a lot of forced overtime and asking officers to do things that they can't do and they have a certain tool set. And to use that tool set it's gonna be a problem for them and for the community so there's a there's a few things we need to be doing at the same time, um, which is to change how when where we police allow police to do the job that they're best at and bring in some of the other agencies to do the job that they're best at and some of the communities um who know who, uh, community organizations who know the communities well uh and can kind of get some of these things, uh, before they turn into violent acts. Absolutely we also heard about the. New quality of life teams within the NYPD that were supposed to be dispatched in certain precincts that we're seeing spikes in crime. Your thoughts on that approach, have we seen any effects of that really play out in the places that they were stationed? I'm very concerned about it, you know, thankfully we haven't heard anything yet, but it usually doesn't end well. I hope I'm wrong here. Um, it's not that we don't want to address quality of life. I'm always of the belief that I don't know if you have to use police first so you can have conversations with the community about what we need to see changed. And if we don't change it we may have to do this um but you know the broken windows theory has always caused harm in communities and this although I'm hearing from the commission is not that it smells a lot like it and so having uh law enforcement be the first people to enforce um quality of life. Just hasn't ended well in these communities in the past, so I'm very concerned about it, uh, but quality of life is real. We should address it, but I don't want to do things that have been harmful in the past to these communities. Going back to that holistic approach that I just talked about and really tapping into all of the safety is a shared responsibility. Absolutely and like you said, it, it goes across agencies and it's not just left with one. Thanks so much for being back with us here on Ask Your Advocate on News 12 with Public Advocate Jumani Williams. I've been promising getting to the calls all evening, so we gotta get to them now. We've got rad on the line from Throgs Neck. Rd, thanks so much for the call and what's your question tonight for the Public Advocate? Uh yes, good evening. Uh, my question is. The, the question it was the, the congestion pricing was brought up by the public advocate brought it up on Twitter regarding uh tax paying citizens using the 59th Street bridge to cross into Queens and yet we're paying the tax to do so. Um, the cameras were set up on 60th, but it takes about maybe 15 ft to make the left turn to travel to Queens and like I said, yeah, we're getting taxed. Um, if anything, we are. Are not adding to the congestion, but relieving it by, by going into Queens. So I want to know where, where do we stand with that. I know that he brought it up before uh the mayor's office, but I want to know if has anything been brought back to the table in regards. Thank you for bringing that up, Brad. Yeah, any update on that front, a lot of people have issues with that that specific location. Yeah, you know, and as somebody who supported congestion pricing. I've been pretty vocal about this, the tweaks that need to be made, and one of them is on that bridge. Uh, people are being cheated right now, um, and, uh, the MTA decided not to do anything about it. We brought it to their attention. Uh, we had a report that mentions it and they have said they have to follow the letter of the law. uh, I believe this is a failure of leadership and they probably were duplicitous and just wanted to, uh, get people on that bridge to begin with and they found a way to do it, um, but I think it's pretty gross like you literally cannot get from. Uh, Manhattan to to Queens, you can't get around it even if you're trying, and this doesn't bode well for people who are trying to support congestion pricing. So I feel for RA and others who are getting duped right there, um, and this is really MTA, uh, who is failing to try to make the changes here or even failing to push the state to tweak the law so that this is, this is not the intent at all they know that and um. You know, you really have the MTA is a is a creature of the state and so there's very little that the the city can do except keep raising the voices of people like rag. I was just gonna say if people raise the alarm enough perhaps action is then taken. I want to move things along and get back to another Greg from East New York this time who's also called in tonight. So much, what's your question? Yes, how are you doing? Um, my question is why there isn't a bigger push for some of you for for these children, and, um, Big Apple, Apple game for these children during the summer because uh we all know it's fast approaching and you know, they're gonna be out of school and trouble will happen if they are idle. Greg, thank you for sharing that. That's something that I think we hear often give them opportunity and not the ability to get influenced by negative discussions. You know, thank you to Greg. There's been studies that show that an 8 week summer youth program can cut violent arrests down in half, uh, even months after that program and so you know it was a big thing we pushed when I was in the council and so credit for a big jump. And after credit, you know, that administration here, uh, they put additional money in, I think up over 100,000, uh, almost universal, so it means if people want a job they can almost get it. I think there's still some more that needs to be done. What we do need is year-round jobs so that it doesn't end in the summertime and we also need some additional things that kids can do sometimes they don't want the summer youth job or the summer youth job doesn't pay enough, uh, or there's another set of skills that they want to try to get involved in. So we don't have a good robust program, I think. For young people, particularly those who may not be engaged in the way that we want them to be engaged, and that's where a lot of the uh groups that that I've worked with, the violence interrupters, the folks that are on the ground need to come into play. Uh, we had some jobs that was specific to those groups because they know the ones that might get a little rambunctious, uh, and, and get involved in some, some stuff that would be harmful to the community, and I don't think we have that network set up, uh, as well as we should. We have some, some, uh, you know, the the the Brooklyn DA, um. Had a great program that helped Brooklyn be the safest summer it had been on record. People don't know that this is on record. That doesn't mean there wasn't harm that happened and he was having trouble getting that program funded. That doesn't make any sense. It identified the people most likely to be harmed using DAs and data and focused resources and program on those people and had showed great results. Why do we have problems getting that funded? We need to fund it, expand it. Uh, I love these pilot programs, see what works and then expand it. But again, we have trouble doing that except for law enforcement. We have always found a way uh to get law enforcement wherever, whenever, uh whether it helps the problem or not, um, even if law enforcement does not want to be addressing these kind of problems. I do want to move things along and try to get to Michelle who's dialed in from Co op City tonight. Michelle, what's your question? I will ask you to ask it quickly just so the public advocate has enough time to respond. Sure thing, and good evening, everyone. Um, I live in Clark City and it seems like there's an increase of RVs which people are living out of and like abandoned truckloads that are like really taking up the parking and as well as the driving. Is there anything that we can do to get those out of the neighborhoods like with the schools in the area, we just don't know who is in those, you know, who's living there. And how is that allowed? Appreciate you bringing that to our you know thank you. I actually I thought there was gonna be I thought you were talking about illegal trucking and which is a problem that my mother has a problem with in Brooklyn as well but we're talking about people who are living in RVs, so that's interesting. I wanna look into that. I know that we have heard some issues. Like that there had been problems of, uh, you know, if it's something like alternate side of street parking and then moving back and forth they're following the law, um, so I, I wanna actually see what's going on so I'm hoping we can connect, uh, Michelle with the office and I'm sure what's happening in other places, um, and this is a function. Of how bad the housing crisis is and so if we can actually get to dealing with the housing crisis, I think you see a lot of things get a little better, including homelessness, including what's happening here but that's right, if you, if your kids are going to school. You don't know who's in the RV or who's in the uh broken down truck that's a scary situation, so we have to get a few folks and different agencies to look to see what's going on there. Sorry that you have to deal with that. Obviously two different situations, but I know that the Department of Transportation has decided to try and pilot, yeah, surveillance for at least for the for the trucks that are parking illegally. Something my mother's been complaining about for very long, yes, very excited about it. It's been a huge issue, um, and I'm hoping it works and they expand that because right now the price of doing what's wrong is the price of doing business and that can't be what we're end up with. Perhaps some infrastructure that we can then build on down the line right, stay with us more ask your advocate right after this.

Thanks so much for staying with us here on Ask Your Advocate on News 12 with Public Advocate Jumani Williams and as we wrap up our show for this time, I do want to look ahead to something that you and your office are putting together for what I believe is next week. We hear about state of the borough, state of the city, all of the state of addresses. You're doing the state of the people town hall, a little bit of a different concept. Explain to me what you hope this is like in practice. You know this is uh something we do annually. People we wanna focus on what the people are feeling, what they're concerned about and how we can address those concerns a little bit of a a different slant and this time we're doing it a little differently. We're doing it at a town hall model so that we can really have some engagement with the folks, uh. There's a lot of people concerned about the White House and quite frankly City Hall about their families and as public advocate they should know they have someone there that is actually focused on that very uh very specifically and so I believe it is this coming Monday, uh, at Harlem School of the Arts and we're very much looking by the way I used to go to Harlem School of the art so I'm excited. About that, uh, oh yeah, oh very very excited about what's what's coming to share our vision, uh, about how we're gonna address these concerns in the public advocate's office, uh, so we're looking forward to it. I do believe we have a QR code that we can show so that people are, uh, able to scan it and if not we will have that information posted over on News 12. Dot com as well so that people can RSVP you touched on it a bit. The federal government, local politics. What other issues are you really expecting to be part of this conversation? I know we talk about affordability and safety is still big safety is still big and it's getting even worse because now it's not just, you know, what's happening, things like gun violence, it's what's happening with the state. What's gonna happen to my neighbor? What's going to happen to me? And so people are are very concerned about that. We're gonna talk about what we need to do in these times, what people have done in the past in these times, uh, what it is and what isn't we have to be very clear about what we're fighting. um, I had hoped by that time, uh, the Knicks would be in the. Finals. You and me both. I was hoping we were having a much happier conversation surrounding their season you and a lot of New York, OK, we should have kept tips.
