Welcome back to ask your Advocate here on News 12 with New York City Public Advocate, Jumani Williams. I believe we already have our first caller on the line for the evening. And if you have a question at home now is the time to dial 7188616800. But we'll kick things off tonight with Oswald who's called in from Brownsville, Oswald. Thanks so much for calling in. And what's your question for the public advocate? Uh Yeah, good evening. Um My question is, um I'm a, well, it has to do with ***. I'm a *** resident. Uh as you know, yearly, we have to submit documents to uh to show our income and it appears that our rent has been determined by the gross amount of the documents that are handed in as opposed to the net. Um I somewhat feel that that's unfair because my gross amount con contains uh the amount that's needed for health care. Um Is there anything that can be done against that? Where, where our rent is determined by our net and not our gross goes back to the idea of how much should really be allocated to housing. That's definitely, uh, uh, interesting point. They generally do calculate, uh, these things federally and other government wise for the gross. But it's interesting to see if, what they factor in, uh, can we change what they factor in? So usually when they say, you know, you should be paying, uh, you know, uh, 30% of your income in rent, they're usually talking about the gross just in general. But there is a, is a good point of how we're looking at this. There's a good point of how we're looking at the area median income, which is also federal, um, that is too high because it brings in other parts of, of New York that have a higher income than the places we're really trying to, to get at so that there, there's a point there, we should be looking at how we're checking folks income and uh, income level to housing. So it's a fair point and I think it's something that the city can do. It's something we have to look at and work with our federal partners, especially in light of rising housing costs across the city, something to definitely consider and a great point by Oswald on the topic of night, I know there are several developments across the city that are voting on the future of how they're going to fund the renovations right now. Three options, I believe they can join what's called the Pact Trust or the, or the Pact program rather the Preservation Trust or stay section eight or nine. your thoughts on the process as it's unfolding right now and any advice that you give to those tenants who are taking part in those votes. Well, I do know that there are people who have uh, issues with all of those, um, and people who say, you know, they, and there's concerns with each one of those options. The fact of the matter is Nitro is about $80 billion. That's with A B that's just to get his baseline. That's not even to maintain. That's like to get us where we're supposed to be 80 billion with A B. We're not getting that money from the federal government. We have to plead, we have to push, we should be getting it, but we're not. And the more we wait, the more people are actually being harmed while they're living here. So we have to find creative ways to get this money, period. It's easy to say, oh, don't do this, don't do that, but there's no other options. So I want tenants to look at all those options and figure out which one is best for them. It might be different in different uh different uh complexes. I have had some concerns with some votes that have happened, particularly around the rat pack. Um And uh our officers have been getting calls that the votes didn't really go out uh as transparent. As they should have. And there was some confusion about what the vote actually was and who got that information. So, what I'm most concerned about is tennis actually getting the information, knowing what they're voting on, uh and having a fair and honest vote. And that's my, my biggest concern. And if there are any people who share those concerns, should they be reaching out to your office? My office has been working with some of these complex and some of the complaints that we've been hearing to make sure that, you know, when we have a vote, it's an honest vote and we're not trying to sway folks. Um because we have a point of view, I wanna change topics now and talk about um school safety because we are only about a week, a little bit more than a week into the school year. And already we have seen several instances, not so much inside of our, our school buildings, but in the areas surrounding and historically, we've seen these situations unfold during drop off dismissal, I believe last week we had a stabbing outside of a Brooklyn school where a teenage boy was stabbed in the Bronx. There were four students who were involved in some sort of stabbing or slashing that happened right after dismissal. What do we need to be doing to better ensure the safety of our students? You know, if we go back a few years, it was such a conversation and some falsehood actually put out about what people like me were saying when it came to uh school safety and school safety agents. One I wanna make sure we're not firing any school safety agents. Uh That's just way too many uh jobs, particularly black and brown jobs, particularly black women, but we do wanna see how we're using them and uh what department they'll be under the NY Pe right now. And I say that to say what we said then was I wanna make sure students are actually safe in school and on their way to school on the way back. And there's not necessarily a correlation of how many school safety agents are at any one school versus how safe someone is to and from school. And even we've seen um some schools where the violence happened inside. Now our school safety agents have a very important role and pray for a job. Many of them have so many ideas. I've worked with them on how we can get to these young people, but it goes back to what I said before. The over reliance on NYPD does not always get us to the goal that we have, that we need that we want. I mean, now we have people who have taken it into their own hands to create safe corridors and beginning walking people to and from them, we have to co produce public safety. What I like to see any time there's some violence around the school or in the school is, yes, we may need a law enforcement there. There's an acute problem, we gotta deal with it, but we immediately, we immediately need a plan of how we're gonna remove those police officers and still create that safety. So there should be a multilevel team every time figuring out here's the plan to keep our young people safe because just saying sending police officers hasn't worked in the decades, we've been trying to deal with this issue. Why do we think it's gonna work now? So, and something that my office looks at a lot and we put out a lot of reports and, and some ideas some are taking, unfortunately, most aren't. Hopefully that will change because I want everyone to be safe when they go to school and when they're trying to get home, that's what everyone wants. Every parent, family and the kids themselves. Welcome back to ask your Advocate here on News 12 with public Advocate Jumani Williams. We were just talking during the commercial break that you made your way out to Chicago for the Democratic National Convention. That seems so long ago. Although relatively, it really wasn't quite, so far ago. I do want to start off talking about presidential politics on a serious note because we saw what appears to be the second assassination attempt on former president Donald Trump this weekend, the second we've seen this election cycle. Uh What does this tell you about the state of politics in our country right now? We first of all, should all be in agreement that this is not the way uh to move forward. Uh And we have to make sure that we're condemning these actions that can have further consequences that are actually harmful for everybody. Um But we have reached a tenor in this, in politics. That's just, it's so, it's really despicable. Uh you know, depending where you uh stand on this, you, you're not gonna wanna hear it, but that is in large part because of Trump and some of the maggot talking points that are always pushed forward. Both of these folks who attended this, um for more reports were actually uh Republicans. Um, they, some who supported Trump in the past. So there's an incitement going on and that incitement is actually coming from one side. And so I would ask that side to please just let's tamp down and focus on um the policies. Let's cut out some of the other izing. Let's let's come out some of some, some of the incitement of physical violence and anger toward people because that has very real consequences. And we're seeing it played out. We're seeing it play out on somebody running for president of the United States of America. We're seeing it playing out of people who are just trying to express themselves all across the country. Let's, let's, let's just stop and we should all agree on that and it's really tough to watch and, and, and, and be in the midst of a and on that topic of watching things play out. I would love to hear your thoughts on some of the rhetoric that was shared during the debate last week specifically regarding Haitian immigrants here. And especially because we have so many of them here in our New York community, xenophobia is terrible. Uh Haitian immigrants and our Haitian brothers and sisters have felt the brunt of this for decades. Um unnecessary. And what's most painful is the fact that JD Vance, even after it's debunked the Republican governor, the person who said it debunked. It says that they're still going to use these kind of things to raise issues. Now, that is disgusting. I have a stepdaughter whose father is Haitian. What am I supposed to talk to her about? It is disgusting. What's going on? It's discussing that Haitians always have to deal with this issue and their contribution to this country is amazing and we have to stop doing this. It's just, it's a painful thing. It's a really painful thing, an important message to deliver here more. Ask your advocate continues right after this.

But before we went to commercial break, we were talking a little bit about some of the rhetoric that was being used in presidential politics right now. Specifically, the comments made regarding Haitian immigrants during the debate last week. And I just wanted to give you a moment to finish your thoughts on that one. You know what we've seen uh is the one President Trump, former President Trump who said he had a concept of a plan when you don't really have planning policies. The authorization really unfortunately works in the fear and division. But what I want to say is, you know, having represented one of the largest in the council, one of the largest um Haitian communities outside of Haiti. This is really personal for me. Um And I always say we owe Haiti a debt of gratitude. We've never paid as a black man to the, the fight for freedom, started with uh Haitians freeing themselves and which they ultimately had to pay for millions and millions of dollars to their own detriment. And that's just what they had to pay money as an American. They double the size of America in the Louisiana purchase at a time when that was absolutely needed. That's just, that's just two things and we can go on and on about what Haitians and Haitians contributions have been. And it, it's just painful to see that one. The debt has never been paid and how they always get dragged every few years. They have to go through this. Um And we need leadership that's gonna stop that, not encourage it. And leadership who even after they find out it's just not true, will not continue to put absurdity out there for people who are already uh afraid or already have a bias. Be careful of people who give you permission to dislike and hate the people you already do and even more who tell you they're the only ones that can protect you from those people. I do want to take a minute to highlight some work that you and colleagues in the city council got passed last week to really study and highlight the impact of some of the history here in New York specifically as it pertains to slavery and looking at potential reparations that could be made in the future. Can you break down that package of bills that was just passed and really the aim of it? Yes, you know, shout at so many people, the chair, Councilman Natasha Williams, Councilman Farrell Lewis, Councilman Crystal Hudson, speaker, Agent Adams, and so many other folks, there's a package of legislation. One of which mind it has to do with the uh sighting of the first open air uh slave market in its correct location. There's one about a uh uh truth and reconciliation and one on reparations. And I think people hear that word and they automatically order, oh, how much money is it gonna cost? That is not the primary question. The primary question is, was harm caused to the descendants of people who were enslaved here. The answer is yes. Um And let's formulate that and let's figure out what we can do to help those descendants. And I'm saying that as a person of Caribbean descent, um the folks who are here and descendants of people who want slavery here, we know the economic impact that was had for the people whose free labor was used, who built City Hall, um who built this country so many uh ways. Now people say, well, that wasn't me. That was a long time ago. And that that's true. But the impact of the descendants is very real. And so let's have a, let's have a task force on many levels to try to figure this out. Don't predetermine what the answer is gonna be. Let's try to figure it out and that people are saying, well, who will get it when that's what the task force is for. I do know that descendants of slavery in America, descendants of Black Americans in America should be leading that conversation and that conversation has to be had in a landmark piece of legislation or I should say package of legislation that was passed. So uh kudos to getting that done with your, I'll just say no one alive now, black white brown is responsible for what happened. All the systems are sent forth, but all of us are responsible to correct those systems for the next generation. Wonderfully put. I'd love to hand things over to Wanda, who I believe is also on the line. She's calling in from Crown Heights this evening, Wanda. Thanks so much for your call and go ahead and ask your question when you're ready. Ok. Um, I live in Crown Heights specifically its field. Uh, we have a lot of construction in the entire city, but in my neighborhood, I have about four or five buildings that's going up around me. Then in addition to that, we have the zip cars, we have the, the bikes that are taking up the parking spots with all the building that is going on. Uh, is there anything that can be done about the parking, uh, uh, on my street specifically, you have again, the, the city bikes, you have the, uh, uh, the, the zip cars, you have the, uh, they, they, they've taken some spots from us for, for loading docks and, uh, it's just not enough space for everybody to park and then you're bringing, bringing in more people, you're bringing all of these, uh, high rises. And, uh, actually, sometimes we have to actually sit outside 23 hours just waving on a parking spot. Can something be done about that? Parking concerns topic that we often encounter on this show. It's very real. We often talk about mass transit. We're talking about, um, how to make things move a little faster. I think sometimes people forget that there are parts of the city, uh, where people drive and they, they still need that option and I don't think we do enough thinking about it. Um, you know, parking is not necessarily a luxury something it's a need in certain communities. So, I'm sorry that Wanda has to deal with that. Um We'd love to find out specifically where it is so we can find out how long the construction is gonna be in particular. Um, I don't think the city thinks about it enough when they go into this community. So we have to do a little bit more, but it's probably gonna be tough in New York, um, to deal with the parking and the parking issues. And so, um, what I think needs to happen is when these, uh, construction sites are happening when we're putting the, the zip cars and what have you, we need to probably have some more conversations with folks, um, about the parking issue. It is a frustration, uh, growing up in a household that drives, um, I know the frustration of trying to find parking. Um, that's one I don't know that I have an easy answer for and I apologize to Wanda, but maybe we can find out where exactly she's having the problem and see if we can find out how long, um, before we can do something about the construction that's taking up some of that parking. It at least gets the conversation started. I think that is an accomplishment. I believe we do have Manuel back on the line from Highbridge. Thanks so much for holding on, Manuel and go ahead and ask your question when you have a moment. Hello. Uh My question is for you, man. Uh I have 62 years old and I have a, a medical condition and I called 311 because uh my landlord have a corporate violation. So, uh now they tried to remove me from the apartment and I don't know what I'm gonna do situation that we encounter. Yeah, that sounds bad. There, there is a law against retaliatory evictions. And so if the uh the process to trying to evict Manuel is in response to calling about um violations that's illegal. And so hopefully we can get Manuel's information, try to figure out what's going on. Um We'd love to assist if we can and if it is a retaliatory eviction, it's a clear violation of the law and hopefully that can provide some protection. But uh Manuel, I'm sorry, you're going through that the medical condition and having to face eviction, that's, that's a terrible combination. And you've been a big proponent of good cause eviction legislation in the past and we got some version of it passed in this past year's budget. We are at the time where the budget conversations start beginning to unfold at this time. What do you hope lawmakers keep at the forefront of the housing conversation? Well, good cause is a great thing to make sure we actually get where people have to opt out as opposed to opt in and look at some way of strengthening that I know there was, they've been, you know, the, the, the folks who on the other side of that really demonize it, but all it really did is say you should provide a reason to evict someone. I don't know why we all disagree on that. And the reasons that were there are if you're not paying, if you're violating re lease, if uh you're damaging the property, if someone needs for their family or personal use, those are all valid reasons. And outside of that, I'm not sure why you'd wanna evict someone except for a retaliatory eviction or you just wanna see if you can hike up the price of the rent. And that's a problem that we're moving, that we've been trying to fight for a very long time. Uh So hopefully we can get that passed in uh in earnest this time. Hopefully, we can get some more money to the voucher programs so that we can help people pay for their homes. Uh Hopefully, as we're figuring out how to get new units uh into places, we're, we're focusing on affordability uh as well as the amount of units I was going to ask that you took the words right out of my mouth in terms of building new units. How do we keep them truly affordable here in the city? Because that is a situation that too many New Yorkers are encountering where it's an affordable building, but the rent for a studio is $1800 and some of that construction that Juan is in it with might be for units that she or her family can't even afford. And so we have to buy it on those units. It's just, we just have, everybody has to come to the table realize you can't make as much money as possible. We're got some programs uh with the unions and our government has to put in money to buy down these programs. We've also been looking into ways that we can. It's called social housing. We're really trying to make it. So no one's paying more than a certain amount and tenants themselves or people owning, which you can't forget about owning are the ones that control, uh, how that building runs, that brings down the cost of the building. So we have to be creative here. Uh If we wanna make sure our Children and children's Children, uh, can live in New York like we do absolutely all options that I'm sure New Yorkers would love to see. Back to ask your advocate here on News 12 with New York City public advocate, Jumani Williams already covered a lot of ground this evening and we still have more callers on the line. So let's get to Wilbur, who is joining us tonight uh from Bay Chester in the Bronx Wilbur. Thanks so much for calling in and go ahead and ask your question when you're ready. Ok, good evening, Miss Boss, a Williams. My question is simply about Rikers Island. What happened? Can you hear me? We got you. Ok. What happens to um that real estate when or if Rikers Island is c is closed? Uh That, that's a good question. Uh I don't know that we haven't answered that yet. We do know that we wanna see it close. That's uh that's the most paramount issue. Um You know what's been happening in Rikers for decades uh is a more blight on our city and we need to correct it. Um Just in case Uber may not know uh the, a lot of that land is actually toxic as well. So we have to make sure that we, we clean up the land, but it's a good question. We wanna make sure that that land doesn't just go to some high price developers that is actually used to benefit the city of New York once we're able to clean it up and make sure that uh you know, it's safe to be on here, which says a lot about people who are working in house there. Right now, the previous administration, it was under them that the plan was passed to close Rikers by 2027. What work have you seen by this administration to meet that goal? Almost zero. I, I think this administration has made clear um there's certain laws, it likes certain laws, it doesn't and it may just ignore the ones that it doesn't. This is one of those, I don't think they've made any real effort to really reach the deadline now, you know, with the pandemic and with uh you know, other things that have gone on, there are some real challenges that we have to address and, and really deal with, but that's compounded when you have an administration, I think just doesn't wanna do it to begin with. And so that's unfortunate because um what happens there is harmful to people who work there, our corrections officers, our staff and our detainees, uh we need to create a new environment. I also wanna make sure the culture of Rikers uh doesn't permeate any uh new jails uh that I created, that takes a willing partner and I don't think we've had that in the administration. And is there a reality in which we see Rikers closed by 2027 or any action that can be taken by our local lawmakers to ensure that deadline is met? There's some conversation going on right now. Uh And we're having a conversation with people who really wanna see it closed. Um And we're being honest about what that looks like and the time frame exists with the financial restraints that we have with the pandemic. And so you always wanna keep to target. So we have to keep that plan like you, you're definitely gonna go over a plan if you don't really have it, we go over it so we have to stick to it. Um The, the, the worst part is I think there was an administration and the mayor who just never really want to see us reach that goal. Uh So you have to deal with that on top of the other issues that are coming up. You know, I think most people know about planning, you set a plan and sometimes you have to adjust it. Adjusting is different than I didn't wanna do it in the first place. It'll be interesting to see if those conversations do spark actions in the months and year to come. I believe we do have another caller on the line. Linda has dialed in from prospect Leopard's Gardens. Linda, thanks so much for calling in to ask your advocate? And what's your question tonight? You want me now? Linda? Hi Linda, we have you. What's your question? My question is about the mailboxes that, that was taken from 1122511226. All our mailbox on the corners are gone. We want to know why a mailbox that seemed to be missing from her neighborhood. So this sounds like it's not the actual mailboxes in the building and a home, but I guess the relay boxes that the, the post office uses. Um I don't know what's happening with those. And so that's interesting. It's the first I'm hearing of it. So if we can get Linda's information and find out one that if it is the actual relay boxes that she's speaking up and then we can reach out to our federal partners to figure out if they can help us figure out what's going on. I could, I could see it be concerning if uh you see stuff up coming up missing in your neighborhood and always a good reminder that it is the federal government that runs our postal offices. So, uh a reminder that we'll get in touch with them and see what's going on there. Linda, thanks so much for the question. I do wanna switch gears real quick because we talked about at the beginning of the show Street Safety and actually that you're more likely to become a victim of traffic violence right now. In the city than gun violence. What do you think needs to be done to really, truly ensure the safety of our pedestrians, cyclists and drivers across New York City right now. You know what's interesting is that there's a lot of good plans out there. You can look at mcguinness Boulevard in, in Brooklyn. And we, we have had plans that took years to make that the mayor have unilaterally all of a sudden say we're not doing it and that's a problem. And so one, we should stick to the work that we did and try to execute the plans or if you have a new plan, you should at least adopt some of the recommendations that occur. And we haven't seen that happening. Time and time again. We have to be clear. Uh Again, I come, I I'm a driver, my family is driving, we come driving culture, we have to understand that we cannot use all the real estate for simply cars. These are public real estate and we use so much of it for private use. The, you know, I always say I depend, I'm mad at whoever. I'm not in that scenario. So when I'm driving mad at pedestrians and the cyclists, when I'm on my s my bike, which I am a lot, I'm mad at pedestrian drivers on my pedestrian, mad at the cyclists and the cars. And so our vantage point usually helps who we're angry at. But we do know the most protected, uh, as well as the most dangerous person is a person in the car. Uh, and that's the person we provide the most real estate to. We gotta open up the streets. Uh, we have to get more bike lanes in there, more protected bike lanes there. We have to do more daylighting, uh, which is, uh, changing the curb. Uh, how the, the cars sit at the beginning of the curb So you can see people, um, I know we focus a lot on the speeding which we should. Um, but, you know, people don't follow unfortunately some of the speed laws and so whether people like it or not enforcement has to be a thing we look at, uh, we do see a difference in those, uh, cameras where they're working. Uh, we still see lessening of, uh, of, uh, car, uh, car crashes and so all those things combined, we wanna make sure it happen equitably but they have to happen and we have to have, uh, a leader again, a mayor who's willing to have these conversations with communities who are rightfully angry and trying to juggle a lot of priorities. We need to help them do that and not just ignore the problems or go with one side or another just by itself. Yeah. To ask your advocate with public advocate Jumani Williams. We have talked about a lot on this episode tonight. So I figured let's lighten the mood a little. We are in the fall or just about officially in the fall, which means sports season in full swing. I know you're a big Knicks fan. What are you most looking forward to about the season? Anybody who knows me knows, I bleed blue and orange. Nick fandom Knick fan for like first game coming up October 7th. I already have my playstation two K 25 ready to go. It's weird because half time is now different for those who know, uh know why it's different and it's very interesting, but I'm very excited about what's happening. I, I do say I'm concerned because we now have to choose between a Knicks doing well and a ticket we can afford. So those tickets have hiked up so high. So, you know, Dolan and MS G, you gotta bring someone of us back down. It's not the playoffs yet, but I'm excited to see what we do. I'm sad to see your Hardens Tin go. We lost him. Um I'm hoping, uh our center stays up for a little while, but it's gonna be exciting. What we saw last year really revved us up. And so I'm looking forward to it very much. Yeah, we gotta keep those tickets affordable so we can actually pack the house with New Yorkers who are true, true fans. You were in the building during their playoff run last year. Right. I was in the building for a couple of those. Uh, I was in there for the last game seven, paid a lot of money for some nose bleeds and of course, they lost, it was painful but it was such good run. Unfortunately. Uh, Brunson hurt his hand on that one as well, but I know he's doing, he know he's doing well now and hopefully, you know, we're trying to look at the ticket prices so I can, you know, if this is the prices now, I'm worried about what it's gonna cost when we get to the playoffs. So we get to the playoffs. There's no way around it. I'm also, uh, a Met fan by default. My first memories of the Mets are 86 and 86 when they won. So they always stuck with me again, uh, blue and all. So hoping they make, uh, that wild court chase, uh, sorry to the, uh, in my Pinstripes. But, you know, uh, by default, Brooklyn Boys and Mets fans. So you're in New York team. So at least we've got that there. Um, and speaking about, you know, we're talking about sports of it all, we've talked about a lot of contentious issues today but I feel like there's nothing quite like a sports team to bring New Yorkers together, that unity fully on display, especially during. I'm thinking about the Knicks last year. Yes. And the Liberty. Oh, yes. Liberty is doing that thing. I think they just lost one but they had a good, a good, a good one last year.
