Authorities say 5-year-olds George and Gianna Kantanka were found dead in the building after police received a call for help on Dec. 18.
The medical examiner ruled their deaths as homicide by smothering.
Following the deaths, police said their father was cooperating with officers. The mother had to be hospitalized for emotional distress.
Sources say a grand jury is set to decide what charges to pursue.
