? Bronx Borough President Adolfo Carrion Jr. is proposing legislation that would give landlords strict guidelines for keeping apartments heated.
Carrion wants boiler inspections to occur in September, not December, so landlords can fix heating problems before the temperature drops. The borough president also wants landlords to post a notice of their last inspection and for daily penalties between $250 and $500 to be imposed for those who do not submit inspection information.
Housing authority officials attended the meeting where the plan was unveiled and said they have increased the number of boiler inspectors in the area.
Carrion says 29 percent of heating complaints in New York City come from the Bronx.
The New York City Council and Mayor Michael Bloomberg would have to approve the plan for it to become law.
