A Bronx landlord tops Public Advocate Letitia James' list of this year's 100 worst landlords in New York City. 
The list was launched with information from the Department of Housing Preservation and Development.
Bronx landlord Robin Shimoff owns 13 buildings in the borough. 940 Grand Concourse is one of them, and currently has 660 violations. That's the most of any building in the Bronx.
Residents in the building say they are not surprised that Shimoff was listed as the worst in all of the city. They say the proof is in the rats they find in their apartments, building code violations, elevators out of service and other issues.
In all of Shimoff's 13 buildings, there are a total of 3,352 violations.
Coming in at No. 2 on the list is another Bronx landlord that owns HDFC co-ops at 1985-1995 Creston Ave.
