Deadly Legionnaires’ outbreak puts NYC health officials under the microscope

The outbreak is now raising questions about whether the city was prepared to respond to a known public health threat.

A disease the city knows all too well is putting its own health officials under scrutiny after 11 people died and 94 were sickened in the deadliest Legionnaires’ outbreak in New York City since 2015.

For families like the Goldsteins, the outbreak has brought devastating loss. Ida Goldstein’s husband, Robert, spent weeks in the hospital after becoming infected in July before he died.

“He was my everything and I don’t have him anymore,” Goldstein said.

The outbreak is now raising questions about whether the city was prepared to respond to a known public health threat.

NYC Council Speaker Julie Menin says only 35 of 56 inspector positions were staffed during the outbreak.

“Legionnaires’ disease is not a new threat. We know it occurs in New York City every year,” Menin said.

Health Department Commissioner Dr. Alister Martin says the agency took the most aggressive approach in the city’s history, eliminating the bacteria within a week of the investigation.

In response to the outbreak, Mayor Zohran Mamdani and the Health Department rolled out five new safety measures aimed at strengthening inspection and safety requirements, including:

  • Identifying unregistered cooling towers

  • Adding a mapping feature to cooling tower lookup

  • Exploring faster testing methods

  • Speeding up cooling tower violations

  • Creating a scientific advisory panel

The City Council is also pushing for stronger penalties after 60% of cooling towers that tested positive for the bacteria were found to be in violation.

But Menin says new rules will only go so far without enough inspectors to enforce them.

“We should not be scrambling to build the workforce needed to address it after an outbreak has started,” Menin said.
