Cuomo says plan for NY to do its own testing will expand capacity; coronavirus cases in state are at 421

Gov. Andrew Cuomo says New York coronavirus cases have risen to 421.
He says a plan for New York to perform its own coronavirus testing will allow for 6,000 tests per day. The governor says he spoke with President Trump and VP Pence about the plan.
