The NYPD has released a fact sheet explaining what classifies a shooting in the city, after former Police Commissioner Ray Kelly questioned the department's shooting statistics. 
Kelly argues the force routinely fails to classify people who have been grazed by bullets as shooting victims.
But, Tuesday night the NYPD released a fact sheet that states the classifications, saying police-involved shootings and self-inflicted shootings are not included into shooting statistics. 
The department also commented on shooting statistics, saying shooting homicides are up 22 percent and stabbing homicides are down by 40 percent. 
The NYPD says the statistics reflect normal crime trends during a time of historically low numbers.
