A woman found a dead dog chained to the roof of a Parkchester building, she says.

The woman tells News 12 that she found the dog at around 2:30 p.m. Tuesday and called police, but they didn't show up until 6 p.m. She says the animal was hanging by a chain on the hinge of the rooftop door.

The woman also called the ASPCA, but was told they couldn't do anything because the dog was already dead. She didn't see anyone else in the area at the time.

News 12 is told that the dog is a black and brown Yorkie mix.
