A groundbreaking ceremony was held on Tuesday for a new five-story complex that will help women undergo treatment for substance abuse.

The complex was created by The Lorraine Montenegro Women and Children's Residence and will be located on Prospect Avenue. The complex can house up to 40 women and 56 children.

"We were the first in the entire nation and probably the first to allow the mother to come in with more than one kid," Lorraine Montenegro, the center's namesake, says. "I don't care how old they are, the thing is to help the woman get back on their feet."
