Man sues NYPD for $10 million, claims he was handcuffed to hospital bed after car accident

A City Island man is suing the NYPD for $10 million over claims officers handcuffed him to a hospital bed after he was injured in a car accident.

A City Island man is suing the NYPD for $10 million over claims officers handcuffed him to a hospital bed after he was injured in a car accident.
Kevin Saulnier, 25, says this all happened over an unpaid parking ticket.
Saulnier says the accident caused a piece of metal to go into his leg and that it took him more than five months to start walking again--missing nine months of work.
In April of 2019, he says he was driving down City Island Road when he entered the fire lane to get past a car that had its hazard light on. He said an SUV on the other side went to do the same thing and they collided head-on.
He says the third car involved in the accident had off-duty officers inside.
Once Saulnier was at the hospital, he says a detective informed him and his family that his license was suspended because of an unpaid parking ticket from 2017, which he claims he was unaware of.
He says that’s when he was handcuffed. During the eight days he spent at NYC Health + Hospitals/Jacobi, he says his left hand was handcuffed and that his right leg was shackled.
He also says there was 24-hour police surveillance at the hospital. Saulnier and his attorney claim that they received this kind of treatment because the third car involved in the accident had off-duty officers inside.
The NYPD tells News 12, “Mr. Saulnier's claims have no merit and we look forward to defending against the baseless allegations."
Saulnier claims he paid off the $303 ticket the day after the accident. He was arraigned on charges of reckless driving, aggravated unlicensed operator and violation of vehicle and traffic law.
