Lawmaker proposes bill to increase voter turnout

City Councilman Ritchie Torres is pushing a bill to increase voter turnout.
The measure, known as the Voter History Bill, would require the Board of Elections to send registered voters information on the number of times they have participated in the most recent four years of elections.
Torres says Bronx residents lag behind other boroughs when it comes to voter participation -- only 25 percent of Bronx voters turned out in 2013 in the election Mayor Bill de Blasio won his first term. 
Experts say New York state ranks 46th in the country for voter turnout.
Torres says the bill is a way to encourage residents to show up at polls.
