City Council will hold a public hearing Tuesday before it votes on a proposed 47,000-square-foot animal shelter.
The council passed legislation earlier this year requiring every borough to have its own animal shelter by July 2024.
Officials say they selected a city lot next to the Bay Plaza Mall because of its proximity to public transportation and parking space.
Community Board 10 voted against the land use proposal for the selected location earlier this summer.
A majority of residents at that meeting said they didn't want the animal shelter to be built there. Borough President Ruben Diaz Jr. also rejected the chosen location.
Last month, the city planning commission approved the proposed site.
Officials say the proposed state-of-the-art shelter could accommodate more than 200 animals and have low-cost veterinary services.
If City Council vetoes the proposed site, it could reportedly take another two or more years for a new land use review process for another location.
