Two weeks after New York City was brought to a halt by the first snowfall of the season, some city officials are shying away from apologizing for their response.

The leaders of various city departments appeared before a joint city council committee hearing. They say lessons were learned from the response.

The sanitation commissioner announced changes to how the city will prepare for future storms. This includes having plows ready by the beginning of November and having more staff and pre-treating of roads -- even when little snow is forecasted.

Department of Education officials also pledged to equip all school buses with efficient GPS' by next school year. This comes after some students were left stranded on buses for hours.

Mayor Bill de Blasio ordered an audit of the city's response to the snowfall. The report is expected to be completed by next week.
