An estimated 800,000 federal workers on Friday saw zeroes on their pay stubs for the first time as the partial government shutdown moves toward its fourth week.

Meanwhile, President Donald Trump has said he might declare a state of emergency to override Congress' stalemate on funds for a U.S.-Mexico border wall.
