Gov. Cuomo covers broad 2019 checklist in State of the State address

Touting his accomplishments and announcing his plan for the coming year, Gov. Andrew Cuomo delivered his State of the State Address Tuesday.
Cuomo laid out what he hopes passes through Legislature in 2019 with a Democratic-led Assembly, and for the the first time in years, a Democrat-controlled Senate. The plans for the coming year are part of a $175 billion budget.
Cuomo touched on gun control, saying he wants New York to lead the way by passing a red flag law, banning bump stocks and extending the gun waiting period.
On voter reform, Cuomo said, "If we want people to vote, why not make Election Day a holiday and give them the time to actually vote?"
In his first 100 days plan, Cuomo stressed protecting Roe v. Wade, eliminating cash bail, providing and protecting public housing and overhauling the MTA to use congestion pricing as a reliable funding source.
The agenda aims at raising the legal age to use cigarettes to 21, while allowing adult use of marijuana.
Cuomo also discussed cutting taxes for the middle class, banning single-use plastic bags, speed cameras and immigration.
The spending plan now goes to Legislature. While some believe there could be a tug-of-war between city and suburban Democrats, other lawmakers say they will agree with their colleagues.
