Missing woman reunited with family thanks to Citizen App, diligent neighbor

A family has been reunited with their missing loved one, and in the midst of it, created a new friendship.

Andrea Ramsey was in a police car Tuesday night, searching for her mom who went missing in Kingsbridge Heights. It happened after she says the Westchester transportation company responsible for Delores Ramsey failed.

"I'm supposed to go downstairs and there's supposed to be a hand-by-hand pick-up, and that's the protocol," says Andrea Ramsey. "I'm thinking somebody could have picked her up, you know any pervert, anybody. Because she doesn't really have a good mental state. The first thing I said, I said, 'Lord please not like this.'"

Her prayer didn't go unanswered. Josy Chap spent some time at the park that day.

"That day I came to the park with my kids, we sat on the bench with Delores and we were sitting down together for a while," says Chap.

Chap went back to her apartment and got an alert from Citizen App about a missing person. From the description, she realized it was Delores.

But when Chap went back to the park, Delores was gone. 

"I reached out on the Citizen App and I put a message that I was just with her, and a family member went on at the same time, and we were able to share contact information," says Chap. "And we were able to get together and find her."

A friendship in a park that would typically just be for the moment turned into a connection that will last a lifetime.

"She's god-sent. I believe she was there for a reason, a purpose specifically to be right there for my mother like an angel," says Andrea Ramsey.
