Cellphone video shows baby crawling outside window on 13th floor

Shocking cellphone video shows what appears to be a toddler crawling outside of a window at the Butler Houses in Claremont.

Jennifer Mares told News 12 she lives in the building next door and was outside when someone told her "there's a baby on the ledge." That's when she said she began filming.

Mares says the three-year-old was out there for about 5 to 7 minutes and a big crowd began to gather underneath the child 13 stories down in case he lost his grip.

Mares says she called 911 and made her way up to the 13th floor with two NYCHA employees. She banged on the door and when the family answered, they were unaware and ran to the window. She says the sister of the 3-year-old reached out and brought him inside safely.

"I was losing my mind. I was just hoping someone would be able to grab him in before it was too late," said Mares.

Police say when they arrived, the child was conscious and alert with no signs of injury. EMS took him to Bronxcare Health System for an evaluation.

ACS released a statement saying, "Our top priority is protecting the safety and well-being of all children in New York City. As soon as this family came to our attention, we launched an immediate investigation."

NYCHA also released a statement saying, "The NYCHA staff members who rescued this child deserve high praise for their heroism, as well as their commitment to the families that they serve. Like all New Yorkers, we are thankful that this incident did not result in tragedy."

The air conditioner at the window has been removed and bars are now in its place.

Police say no arrests have been made and the investigation continues.
