ACS probes family of toddler that was filmed climbing out of 13th-floor window

A dramatic video of a toddler dangling out of a 13-floor window has spurred an investigation into the family that lives there.
The video shows a 3-year-old boy climbing out of a window of a 13-floor apartment in the Butler Houses Saturday.
The child could be seen leaning onto the air conditioning unit, hanging multiple stories from the ground.
The woman who took the video says she heard commotion outside when she spotted the child and started recording. 
Then she says she called 911, ran upstairs and  began banging on the door to the family's apartment. 
That's when News 12 is told the family answered unaware of what was happening right outside their window.
News 12 is told the child's sister grabbed him from the window before police arrived. 
No arrests have been made at this time, but the Administration of Children's Services says they launched an immediate investigation. 
The air conditioning in the apartment have since been replaced with child-safe bars.
