A video posted on Twitter appears to show a police officer being put in a headlock by a man during an arrest in the Bronx.

A video posted on Twitter appears to show a police officer being put in a headlock by a man during an arrest in the Bronx.
The incident happened on July 1 when the officer was trying to disperse a crowd.
The video shows two officers arresting a man who resists being put into their police car.
Moments later, one of the officers attempts to arrest another man. That man appears to put the officer in a headlock as a crowd cheered and shouted profanities at the officer.
The two men then take each other to the ground before the man being arrested runs away.
The New York Post says that the grip lasted about four seconds and the officer suffered a gash to the head and needed staples. The Post reported that the incident happened as officers were trying to disperse a large crowd at the corner of Morris Avenue and Grand Concourse.
The NYPD says 31-year-old Franklin Adrian, of the Bronx, has been arrested and charged with resisting arrest and obstructing governmental administration.
Also arrested is Wisnel Manzueta, 29, of the Bronx. He is charged with assault. Police allege that he punched an officer "numerous times in the face and body, causing abrasions and lacerations to the face and head."
In a statement, the NYPD said, "The NYPD was disappointed that the individual was not charged initially. The violence against the police officer speaks for itself. We are now in discussions with the district attorney regarding the case."
Reached for comment, the DA's office said, "The incident is under investigation."
The Sergeant's Benevolent Association tweeted about the situation, saying, "Corey Johnson, your stupid law is about to be signed by NYC stupid mayor. It's time you both take your community input and grab these perps yourself."
The law they are referring to is a bill proposed by the City Council that would charge an officer for using a headlock during an arrest.
Mayor Bill de Blasio tweeted about the incident, writing, "We have a lot to do to heal the relationship between police and the community. That starts with standing together and advancing reforms, but it also means we cannot accept violence against our police officers."
 
News 12 reached out to Council Speaker Johnson for comment, but has not heard back yet.
