A Bronx councilwoman was among those to get heated during a City Council hearing on stop-and-frisk reforms.

Councilwoman Helen D. Foster (D-Bronx) and Councilman Peter Vallone (D-Queens) exchanged words as officials debated possible changes to the NYPD's controversial stop-and-frisk policy via the Community Safety Act.

Proposed legislation would force officers to get consent from people before they are stopped and frisked, and require them to inform everyone of their rights. It also calls for an inspector general to oversee all policies and procedures of the police force.

Mayor Michael Bloomberg has touted the policy as a crime-buster, but critics say it unfairly targets minorities. Neither Bloomberg nor NYPD Commissioner Ray Kelly were present for the hearing.

It's unclear when the council will vote on any changes.
