J'ouvert festival moved to daylight hours

The late-night J'ouvert festival, an annual pre-celebration leading up to the West Indian Labor Day parade, will now take place during the day, according to organizers.
J'ouvert City International made the announcement, saying the festival start time would be moved from 2 a.m. to 6 a.m.
The festival has been plagued with violence over the years including the fatal shooting of two people last year.
In 2015, Carey Gabay, an aide to Gov. Andrew Cuomo, was also fatally shot during the annual celebration.
Some people in the area say the time of day won't stop the violence.
"It's always going to be a little bit of violence because there's a lot of people compacted together on that night," said Michael Thompson, of Crown Heights.
J'ouvert means “day” or “morning” in French. Some people say changing the time breaks the tradition of the annual event.
Last year, the NYPD began to enforce new safety measures by deploying more officers and the use of flood lights.
J'overt will begin on Sept. 4.
