Mayor Eric Adams says the City Council needs to revise the plan it approved four years ago, adding that the population at Rikers is higher than it was back then.

Mayor Eric Adams cast doubt on the planned timeline to close Rikers Island by 2027 during an address at New York Law School Tuesday.
Adams says the City Council needs to revise the plan it approved four years ago, adding that the population at Rikers is higher than it was back then. He says it's too much for borough-based jails to take on.
The mayor also pointed to the cost of a plan, which he says has increased beyond what officials believed it would be when the plan was first approved in 2019.
