Mayor Bill de Blasio announced Thursday that New York is joining Seattle and Portland to file a complaint against the federal government.
The complaint is against an attempt to withhold funding to the cities designated as "anarchist jurisdictions."
A New York official says it could cost the city up to $12 billion.
The mayor also added an initiative to increase mental health services for students hit hardest by the coronavirus pandemic.
The plan targets 27 neighborhoods, sending trained mental health professionals to cover 350 schools.
The mayor and first lady Chirlane say it's important to get students back in school buildings.
