Tenants on E. 138th Street in Mott Haven say they are living in unsafe conditions.
They tell News 12 they have no contact with their landlord, David Tennenbaum, who currently ranks at No. 6 on the public advocate's "100 Worst Landlords" list.
Tennenbaum has 1,078 open HPD violations against him. Tenants say they have no way of contacting him for assistance.
"You feel abandoned, that's the only way I know how to put it," said tenant Andres Reyes.
Residents expressed their laundry list of concerns to News 12, ranging from unsanitary conditions in the halls to major leaks and flooding inside the apartments.
"Roaches... rodents... I see rats running in and out of the apartments," said tenant Nelis Wise.
One of the biggest concerns was the lack of locks on the doors. Multiple buildings on the block have non-working locks, allowing loiters to trespass.
New York Communities for Change began outreach in three buildings on E 138th Street that Tennenbaum owns.
NYCC held a rally at the beginning of March calling on the city to step in and makes changes.
"At what point does it become like these landlords just should not have the right to own these buildings?" said community organizer Malcolm Galpern-Levin.
Buildings 514, 518 and 526 combined received 751 HPD complaints and 487 HPD violations in the last two years.
"It's a pattern now of neglect," said Reyes.
News 12 was unable to find a contact for the absent landlord.
Our team reached out to the buildings management company, Denali Management, but it has not responded yet.
