Some businesses claim phase 3 of reopening isn't helping boost consumer confidence
It's been almost two weeks since phase three of reopening began in Connecticut, and some businesses say they're rejoicing - while others say it hasn't really helped.

655ds agoIt's been almost two weeks since phase three of reopening began in Connecticut, and some businesses say they're rejoicing - while others say it hasn't really helped.
The Bedford Street Diner in Stamford has supported three members of the Agostino family for 14 years. David Agostino says although this phase of reopening allows for 75% capacity at restaurants and hair salons, nothing has been done to boost consumer confidence.
He says the first time the diner was at capacity was this Sunday.
Next door at Odyssey Hair Creations, Jerry Borea says phase three has brought more life to the salon. He says he couldn't wait for state regulations to change Oct. 8 that would allow more customers inside.
Borea says he has about four clients in at a time at 6 feet apart.
Borea and Agostino say they aren't worried just yet about rising positivity rates, but both agree they're worried about how that could change their customers' minds this fall.
Gov. Ned Lamont says he will consider rolling back reopening if the positivity rate keeps climbing. Some towns and cities under a red alert already have that option.
