A Bronx man fatally shot and killed by police a year ago was remembered outside City Hall Monday.

Allan Feliz’s family is now calling on the mayor and NYPD commissioner to reopen the case and hold the officers involved accountable.

The last moments of Feliz’s life were caught on camera. Police say they pulled Feliz over on Oct. 17 and attempted to arrest him after he handed them his brother’s identification, which had three open warrants on it.

Feliz then stepped back in the car and police say a struggle followed. Police say roughly a minute and a half later after that struggle, a shot was fired that then ended his life.

Feliz’s family gathered to commemorate his life Monday.

“He was always uplifting, always cared for his brothers, sisters, cousins, aunties, uncles, everyone included,” said Samy Feliz, Allan Feliz’s brother.

“Allan was the best big brother in the world, I know any sister would say that, but he truly was,” said Feliz’s sister, Ashley Verdeja.

After the investigation, New York state Attorney General Letitia James announced that charges would not be filed against the sergeant or two officers involved in the shooting.

The Feliz family is asking Mayor Bill de Blasio to act and have the officers involved in his death fired.

Public Advocate Jumaane Williams says he blames de Blasio for turning a blind eye to cases like this.

“Officers are too much involved in traffic stops and no accountability when someone dies. We need to do better. Mayor, we thought it was you who would do that. If it's not going to be you it might be time to step aside and let someone in who can help us get through this conversation at this time,” said Williams.
