A reminder. 7188616800 is the number to dial if you have a question. But let's get to Charles from Norwood. Charles. Thanks so much for calling in. What's your question? Hello? Yes. Good evening. I'm calling. Hi, I'm calling concerning the far evasion that I see going on every day on the public transportation in the city. Um It's mostly in the poor neighborhoods like I live in me, Norwood. It goes on in the more underdeveloped neighborhoods of the city and you go in Manhattan below 96th street, you don't see it. But in these other neighborhoods, thousands and thousands of people get on the public transportation, mostly buses. They come in all the doors. No one pays the people that pay the older people that paid by the time they pay to get in the bus, they don't even have a seat and they're very uncaring students don't seem to pay anymore. Um, this is, I don't know how much money this is. But ever since the pandemic and the transportation was free, everyone has taken advantage of that and it's never been corrected. Hm. And I would like to know what can be done about this. This, this has been going on for a few years now since the pandemic and it's getting worse, less and less people are paying. Mhm. Any efforts or initiatives to crack down on this. So, I do believe Mt A and New York City transit are very aware of fair evasion and the millions of dollars in revenue that we lose all the time because of people not paying their fare. Uh and it's really unfair for all the other communities that do pay, right? This is a service that has a cost and you have to pay the fare. Uh There have been a lot of efforts obviously very focused on subway uh because it was also attributed to crime that we saw in the transit system. And so I know the recent deployment of additional NYPD officers, transit officers. MT A police was also a part of the efforts of not just to reduce violence and prevent violence but also to reduce fair evasion because the department started to see that many individuals that did evade the fair were also the ones that were the perpetrators of crime. Um And so that's one part on subways, but I have seen it myself on buses where people just as folks are exiting, they just get right on the back door. Um And obviously the bus operator has to pay attention and focus and that's something that obviously the only way that can be addressed is really with enforcement. And so it's something that the MT A and New York City transit have to do more of in the Bronx and particularly the high volume areas where we have a lot of foot traffic and high ridership where they look at all these numbers and they can tell which lines and which routes where you see the most fair evasion. So we are talking to the MT A and obviously as a result of many of the complaints that we're getting to the office, we will prioritize this as a real issue because again, if we don't address it, now, it will only exacerbate and get worse. Um And we do wanna make sure we have to have a fair system and I know that there is a population of individuals that are evading the fair that really cannot afford it. That's why there are programs, fair fares where it's a low and reduced metro card program that you can apply for. And if you're eligible, you will get a reduced metro card. That is something I encourage everyone visit the city's website NYC uh dot gov uh as well as calling 311 and really applying for fair fares. A great reminder that that resource is available for those who are eligible. I do wanna quickly follow up because I know in other areas of the city we've seen some piloted technology, I should say piloted, it looks more like a door as opposed to the turnstile that we're used to for MT A entrances. Any talks about bringing something like that to the Bronx. So far. Nothing yet. I did hear and learn about it, uh, that the MT A is launching it. And with any pilot project of that magnitude, they usually start in another borough. Um And so we're waiting for them to give us notice on when they are coming to the Bronx because I, that's something that would obviously work. Uh like a Fordham Road, the hub Southern Boulevard, uh Pelham Parkway, Gun Hill Road, White Plains Road, Yankee Stadium, 149 street Park Chester. I could think of all the stations where we have high volume of, of commuters where that could probably work. And I think again, the MC is constantly evolving, but, you know, with all of these pilots, there's a cost and congestion pricing is coming down June 30th. And so the revenue is now necessary to make sure that all these pilots are supported and operated and then expanded. I mean, I was very upset to see that in the adopted budget, we are losing our one free bus. The BX 18 is going to be exhausted very soon. And that was something that we all supported because we realized that, you know, as a city and as a borough, we need to make sure you're providing some relief for commuters and any savings is a relief. Uh And that's something that, you know, we would love to see come back when you touch on congestion pricing. And now the countdown clock is on, like you said, June 30th, the official start date. What's your message to Bronx sites who are looking at that and thinking of the added expense that it will add to their daily commutes. It's going to have an impact on us. No question. I think the uh federal government and all of the surveys that came out obviously are not always realistic in terms of what we deal with every day with excessive truck traffic. The Cross Bronx and all of our highways and thoroughfares. Uh the provide east and west, north and south connections and we are going to see more traffic because people will drive through the Bronx, they will park and then they would get on the train to avoid going into the central business district. Uh One thing that can come out as a silver lining is um 100 and $20 million of needed capital renovations for the Bronx electrifying our city buses, our yellow school buses, a Bronx asthma center air p to all of our neighboring schools that are but the cross Bronx expressway all great but long overdue, we needed that 50 years ago, right? Uh Because so many families live with asthma today and you've seen the divide that the Cross Bronx has done for many of our communities of color, systemic racism. That's why in addition to many efforts around transportation equity, we're also supporting cap the Cross Bronx because we wanna put a platform over the cross Bronx and create open space and green space so that our kids and families can breathe clean air like they deserve just like everyone else. Yeah, like you mentioned, increased traffic, increased pollution, increased effects of that. And of course, we wanna maintain our status as the greenest borough and expand upon that when the opportunity provides still more to come here on ask the BP 7188616800. Thanks so much for being with us here on. Ask the borough president with Bronx BP, Vanessa Gibson and time now for a look at our health tip this month. Ok, great. So we are recognizing May as Mental Health Awareness Month. Uh Mental health is so important at all stages of life and it's ok not to feel. Ok. And we're definitely encouraging residents to seek help and get resources. Uh 988 is the hotline which connects you to 24 7 mental health counselors that are also dealing with addiction and substance abuse. Uh You can call, you can text and you can chat with someone 24 7. We're also encouraging young adults and teenagers to visit the Department of Health and mental hygiene's website and look up teen space, which is going to be a space that is dedicated to licensed therapists for young people, young people go through so much and we wanna make sure that they have an outlet to talk to someone in the language, they feel comfortable. Um And so again, 988 is the help line as well as the oh mh s website where you can access teen space. But again, May Mental health Awareness Month. But I think that's something we should focus on every day. Such a good reminder, like you said, not just during May but every day and especially about that teen space. Such an absolute resource for kids here in our city that I hope parents and families definitely make the most of. I definitely wanna switch gears a little bit now and talk about um some of the fun activities we have going on here in the lately. We all love a little fun, right? Especially uh the month of April. At the beginning of it, we had the return of the Bronx Night market. There was a little bit of back and forth of will. They won't they? But they're back in Fordham Plaza. Uh How does it feel to have them back and to have the Bronx Night market back due to popular demand? I think when Marco Scala announced last year that it was the finale, everyone was in an uproar. He got calls, messages, emails and said we have to bring it back. So we work closely with council member Philly Fordham Road bid. Well, Alonzo dot NYPD, we put a plan in, we helped support him and now it's back better than ever. There'll be live performances, food vendors just uh an assortment of different varieties of food and culture and diversity. So we started April 6th. The next one is coming up, stay tuned. Bronx night market is back at Fordham Plaza. We love it. And then a little bit up the road on Fordham Road. We've got the Bronx who celebrating their 125th birth day this year, they've got a new exhibit and a lot of family fun going on for the rest of the year. Congratulations. The Bronx Zoo 125th anniversary, the largest urban Zoo in America, one of the largest syep employers of young people. We're excited. Uh We had a wonderful event. Shout out to John Covelli and the team at the Bronx Zoo. Happy 1 25th. And we look forward to their continued work in Al Bro. There's a whole Saturday planned out for you. Thanks for sticking with us here on. Ask the borough president with Bronx Borough President Vanessa Gibson with us in studio this evening, we've covered so much ground already in terms of topics and the calls they keep on coming in. So let's turn things over to James from Mott Haven, who I believe is on the line. James. Thanks so much for calling in. And what's your question? Hi. So my question is um about the movie theater on Concourse. So they've been there for so many years and now all of a sudden they're closing their doors. So are they, are they planning to replace the theater with another theater? It's a great question. So I am scheduling a meeting with the owners of the Concourse Plaza Mall. And we have learned because there was a lot of feedback. A lot of people were very upset. A lot of memories, generations of families that went to the Concourse, um Multiplex Cinema and the Showcase Cinema who are the owners uh made a business decision to close all of their New York City locations. So two in Queens, one in Jamaica College Point and then the one in the Bronx. And so that leaves with Bay Plaza. And of course, I realize everyone is streaming and I realize the nuances of how you watch TV, how you watch movies. Everyone would prefer to be at home sometimes. But it had a real familiar background which because it really attracted families and Children. People have so many memories of the cinema there at 161. So we have confirmed that the owner of the mall is looking to replace uh the cinema with another type movie theater, another company. So that's really refreshing. But I think what we have to do is look at creative ways of attracting customers, right? So I think a lot of the people that were frustrated, angry and upset either no longer live here. They don't go to the movie theater, they have found other, you know, points of entertainment and I really need people to understand like these are so valuable. Like you have to go, you have to support our small businesses because revenue matters, even the people I talked to in the last couple of weeks, they say, yeah, Miss Gibson, I was there on Saturday and it was empty Saturday. A movie theater is empty and I think it's different post pandemic. Things are very, very different, but we still value movie theaters. So I'm sad that we're losing them. But my hope is at least there's interest in the owner working to try to find a replacement. So we'll work with him in the 1 61st street Business Improvement District and as well as all the elected officials in the local area. I'm sure that's welcome news to a lot of the customers and viewers. I know that we heard outcry from as well. Upon hearing that news, let's get to another caller. We have Raquel on the line. She's from the South Bronx. Raquel. Thanks so much for calling in to ask the BP. What's your question tonight? Thank you so much for doing this. My question is about, um Saint Mary's Park. Um We appreciate the renovation that was done to the playground. It is beautiful, but my question is about the, the recreational space. It seems like the renovation for that has been going on for a while and I believe like Children from 13 and up could definitely definitely use that. Even my mother who's gonna be 80. We, she could definitely use that facility whenever it is done. When do you see it being done? Great question. Yes, I had a great meeting with the parks department with our borough commissioner and her team. And Saint James and Saint Mary's Recreation Center are currently under renovations. I do believe that Saint Mary's Rec Center will be opening by the end of this year, calendar year. Uh I'll confirm with my team and make sure we follow up, but we just had this meeting with the parks department last week to get an overview of all of its, you know, portfolio in terms of Little Leagues rec centers, community centers, Saint Mary's Park. And the value that the rec center brings to the South Bronx is tremendous. But we understand we always have to have a little bit of what I call temporary pain for permanent pleasure when it comes to beautiful modernized rec centers with programs. So my hope is we'll work with the Parks Department and get an update. Hopefully it can be expedited. I mean contracts or contracts and you know, there's a schedule and you know, I, I don't want another summer to go by without having it, but obviously we'll do our best to see what can happen, working with all the elected officials in the parks department, but it will soon open Saint Mary's Recreation Center brand new back. Like never before we talk about creating these safe spaces for our kids and that's a key one right there. So something definitely to look forward to you got. Ok, so TBD and we will update you as we get more info. Uh We have a lot of callers on the line. I wanna get to Amani if we can, who's called in Amani. Thanks so much. What's your question? So my question is, why aren't they enforcing the rules for the cross Bronx for the trucks to not to be in the left lane? They are very bully like and they all are in the left lane. There's a sign that says no trucks in the left lane and they are always traveling in the left lane. Why can't we find them when they are in the left lane? So they will not be there anymore? That's my question. We talked about just what a congestion, uh, thoroughfare that is here in the Bronx before the cross Bronx. Wow, we have been dealing with this for decades and I think a lot of the truck traffic and truck routes and just the restrictions that trucks have have to be adhered to. But again, if it's happening and there's a pattern, it's because of lack of enforcement. And as you know, city, city dot state dot have to work together, a lot of our highways are overseas by the state Department of Transportation. So we work with both state and city on enforcement NYPD. So that is an enforcement issue and the cross Bronx spans over multiple precincts. So that's also another added layer. However, we work with patrol borough Bronx, that is our overseer of all 12 commands. So they will be the person that we work with with chief, uh Ben Gurley and his team. Um and obviously traffic division, uh highway patrol. Obviously, they, we have to look at more patrolling and so we'll have that conversation with NYPD with highway as well as with dot ok. Let's turn to Mr Wilder. Yeah, it absolutely is. So we'll definitely continue to keep tabs on that. I wanna get to another caller to as many of these as we can. We have Mr Wilder from Mount Hope on the line. Mr Wilder. Thanks so much for joining us tonight. What's your question? I'd like to know what's going on with the housing situation for low income housing. And when is these lotteries going to take place? Mm. Lotteries. Yes, something we cover often here on 12 housing connect uh is the better version housing Connect two that the city has on its website. And it gives you an overview of all new construction in the five boroughs. A lot of residents do apply. It is a lottery system. There are some changes that have been made. The 50% community preference set aside has been reduced to uh 20% and then 15%. So that's going to lessen the local community preference for residents that live in a particular community board. But new construction is something that we are always pushing and accelerating. But as you know, we have a time frame, the mayor has a very ambitious agenda called city of Yes, for housing opportunities where we're looking at legalizing basement apartments, we're looking at different types of configurations of housing that can accelerate the numbers so that we can get families out of shelters, temporary housing, unsheltered individuals on the street so we can get singles and families into permanent housing. It is an ongoing process. I know it's incredibly frustrating when you put in an application for 10 different apartments and you get picked for none, very, very frustrating. But our office does help. We also work with any management companies that have vacancies. But as you know, the city's vacancy rate is about 1%. It's like 1.4 which means that we're doing really good in terms of housing families. But when it comes to new construction, that's what we need to accelerate with the city and the state. And as we go on in those new constructions and really try to ramp up the housing supply, how do we also ensure that it is truly affordable for those in the communities where this housing is built? So a lot of that is based on the tax structure, the government subsidies, the incentives that are driven behind the financing of the project. A lot of residents would know that because many of these decisions are made before you see construction before groundbreaking. So every developer decides if they own the parcel, what type of housing they wanna build, whether it's middle, low income, moderate market uh for substance abuse, domestic violence survivors, whatever category and they work with the city on what programs we have low income tax credits, 4% 9% programs like Sarah Ella which provide that low income and also the categories I just described. And so it depends on the financing, what that looks like. There's a 15% set aside for all projects. With government subsidies for formerly uh homeless families, which is a good thing because that means families coming from a shelter can get into permanent housing. There's a lot that is happening a lot. We're really trying to accelerate. It takes anywhere from 18 months to 24 months to build. And that's from the beginning all the way to ribbon cutting in place that happens. So we support a lot of these projects. We add capital, we work with council members, a lot of these projects are very expensive but the city is trying we're getting money through the state, through the state adopted budget through the federal government. But of course, it's never enough because too many families are doubled up, tripled up. They're living below the federal poverty level, their rent burden, they spend more than 30% of their income towards rent. And so we have to do better when it comes to how quality, right, quality versus quantity is the difference and we want quality. But we also wanna make sure we accelerate as much housing as possible and that all neighborhoods share when you talk about housing. Uh you mentioned the basement pilot program, that's one facet of a very multifaceted state budget plan on housing. What do you think is gonna be the most impactful part of that plan for us here in the Bronx? I think the deeper affordability, right, for those that are at the lowest end of the income spectrum at 27 30% of the income. I also think we have to do more around affordability of home ownership. We have to do more for pathways to the middle class. For those that wanna become a first time homeowner have to do more. There are many residential communities that have 123 family homes and they want more. And so we have to find a balance in all of that. How do we keep characters of neighborhoods? But we also add more value to those neighborhoods. Our conversations will continue to have as the BP continues right after this.

Thanks so much for staying with us here on. Ask the borough president with Bronx BP, Vanessa Gibson. I want to get to our callers who are waiting on the line. I believe we have Sheila from University Heights dialed in Sheila. Thanks so much for calling. And what is your question tonight? Hi, how are you? I'm calling because I live on Cedric Avenue by the high bridge underneath the underpass, you know, by the underpass over here. Well, there's a bunch of apartment buildings and everybody has driveways and the cars are speeding, speeding through, speeding through. It's hard to even come out safely. So I was hoping that maybe somebody could put up drive through signs to let them know they have driveways all up and down this block. Mm. Ok. What mitigation perhaps could be used in that area? So I've been talking extensively to the 46 precinct about car break ins along Sedgwick Avenue under the highway. Uh bef as you head towards Depot place, driving south along the major Degan and enforcement, uh late night car break ins, but also just the speeding because it's late night, there's very little foot traffic and I think reckless drivers like to speed. I've car racing, drag racing, I've seen everything and I think if we don't deal with it now it's going to get worse because of the warm weather and there are pocket pockets and parts of our borough where this happens more than others. So I will talk to the 46 precinct about what they can do on that end. But also the NCO officers, a lot of those residential buildings and homeowners along Sedgwick Avenue, there are tenants associations. So we wanna have another build the block meeting with the NC OS and allow residents a chance to come out and talk about some of their concerns so that we can see what can be done. The concern is that, you know, there's never enough police, there's never enough enforcement and then when it happens, there are no police around. Um And so we need to make sure we identify the time frame as best we can if it's weekday, weekend peak off peak, late night overnight because that helps us when we work with PD on the enforcement aspect itself. So that's something that we will do. And I'm pretty certain that that is the 46, but then there's a part of that gets into the 44 and then the 52. So it's three presets. So it involves a lot of coordinations on that front. When we talk about street concerns across the borough, I know that not even two weeks ago, we were covering this horrible deadly stabbing that happened in Morris Heights that as we were talking with neighbors, it came to light that this all stemmed from an argument over double parking. Any conversations that have been sparked a result of that incident. Really sad. Uh I talked to the 46 person about it a fa few days after it happened, my heart goes out to the neighbors and the family members of the individual that was killed. A young man. 18 years old. Very sad. What we're learning is that there are many parts of our borough where parking is at a premium and a lot of neighbors that live together and know each other have unofficial arrangements where I double park, you, you double park me. I come out at eight o'clock, I let you. So you move your car, I move my car. And so this is a dead end street off of featherbed lane. There is a grocery store and then there's the feather bed walk, which is a sitting area. And so it's a tight street, it's two way and it's a dead end. And so at any given time, there's always double park costs, always. Uh and so that is not acceptable, right? And even with the agreements that many tenants have and I get it, I understand no one wants to come home from work and look two hours for parking, I get it. But at the end of the day, these types of disputes will turn violent and deadly and then it's gonna cause us to go in and do enforcement. And so what PD has now started to do is those vehicles that are double parked that don't have proper license plates and ghost plates and all these other things that they're unlicensed and unregulated, they've started to tow cars are being towed now. And so now we have to go and we don't want to be punitive, but someone has died. And so we have to send a larger message that it's not acceptable. And again, it's because parking is at such a premium. I talk to the administration all the time and I tell them residents in the Bronx Drive, the only way you're going to get them out of a vehicle is if the alternative is better and this is right near the four train at Mount Eden and Jerome Avenue, it's down the block. Uh And so residents can use the subway, but again, I get it, people own cars, they wanna travel. And this is something that we have to deal with because parking requirements are being lifted. Did uh with all of these new proposals, city wide, uh We're seeing less and less parking for new construction when you talk about those alternative modes of transportation alongside the idea of enforcement. My mind immediately goes to the issues uh surrounding mopeds and scooters that we've seen. We've seen the NYPD crack down. But unfortunately, just as recently as I believe it was last week, we saw a quadruple shooting where we had two groups of guys on two slows. What else needs to be done? It's very troubling. A lot of it, uh, is involving around, uh, crews, crew violence, drugs, weapons, robberies. People are coming up to folks, they're robbing them of cell phones and items. They're on scooters, they have face masks. It's hard to see them. Their identity is concealed. Cameras are great but cameras won't stop the crime but it can capture it. Uh asking people to be extremely alert when they're trying traveling. This is happening midday night, day all the time and it's very, very concerning and in particular, this quadruple shooting happened in Mount Eden near the New Settlement Community Center on Jerome Avenue. And parents were worried we had to do an early dismissal, not acceptable, not acceptable. And I wanna remind people that it's not normal and that we are working hard to address this individuals that refuse to not engage in violence are a part of the problem and we cannot accept it. It's not everybody. It's a small population of individuals that just engage in this violence over and over and over again and we deserve better than that. And my heart goes out to these families because these are young people and they're from the community. So we're monitoring that area in Mount Eden. The 44 and the 46, there's things going on back and forth that go from one prison to the other. So we're very much aware of it, towns in, in Wood Jerome Avenue and we're going to put measures in place. Now, summer all out starts may as well as in the summertime as well because people have to be safe. I was gonna say any concern as the weather gets warmer that we're gonna see more of this. That's what I'm concerned about now. Abso, already working on it now. Good to hear. Of course, Bronx week, 2024 starts Monday, May 6th through Sunday, May 19th. But before that, we have a number of events. So we're starting this Thursday. May 2nd our National Day of Prayer from 1 p.m. to 3 p.m. at the Bronx Borough Hall in our rotunda at 851 Grand concourse. Uh We are recognizing uh Dominican heritage celebration Thursday, May 2nd from 6 p.m. to 8 p.m. Also at Bronx Borough Hall in our rotunda. Shout out to the National Dominican Day Parade on Friday, May 3rd. We have the LGBT qi A plus Career Fair in partnership with Destination tomorrow at La Central Y MC A at 434 Westchester Avenue, Friday, May 3rd from 11 a.m. to 3 p.m. and getting into Bronx.
