Despite the local community board voting overwhelmingly against the Bally's Casino and Hotel project, the plan is still moving forward to the Bronx Borough president. Public testimony is being heard at Bronx Borough Hall, as there is a long list of city and state approvals that need to get the green light in order for Bally's to move forward with its plans to bring a massive state-of-the-art casino and hotel to Throggs Neck. Three approvals are being discussed, including the elimination of roughly 16 acres of parkland at Ferry Point Park, the site of the proposed development and the widening and establishment of Ring Road as a city street. The alienation of parkland would include a portion of the park to be sold or transferred to Bally's, a private entity, in order for the development to be possible. A major hurdle was reached earlier this month when state leaders introduced a bill that could make that possible. Bally's says the $4 billion hotel and casino plan is the largest private development proposal in Bronx history. In addition to the gaming hall, there would also be hotel rooms, restaurants, retail shops, meeting spaces and a spa. The foundation says it would generate about 4,000 permanent jobs and an additional 15,000 construction jobs. Bally's must submit its full proposal to the New York State Gaming Commission by June 27. A final decision on the three downstate gaming licenses is expected to be made by Dec. 1.
