Residents say a lot across from Middle School 391 has become a dumping ground for trash and hazardous materials.
Residents, along with students and parents, say they are concerned about their health and safety after needles and rats were found in the lot.
Residents also say they have seen tenants of the apartment building behind the lot throw their garbage out the window, which they believe is adding to the problem. Students, who use the lot as a shortcut to the school, also contribute, residents say.
Parents and residents say they plan on working with their community board and the City Council to put up a fence around the lot.
A representative from the city said the land is owned by the owner of the apartment building. The landlord declined to comment on the situation.
