The upper level of the George Washington Bridge reopened shortly after 7 a.m. Tuesday following a fuel spill on the New York side that shut it down earlier this morning, the Port Authority said.
Cars and buses were rerouted to the lower level, sparking major delays, while trucks were forced to wait.
Though traffic is moving again, heavy residual delays persist.
Commuters were advised earlier to use the Lincoln or Holland tunnels.
