A judge has ruled that when a Bronx or city resident calls the city?s 311 hotline to file a complaint, it is as good as filing court papers. The judge?s decision was in response to a case where a Manhattan gallery called the hotline last year to complain about a sewer backup that caused damage to its artwork. Ten months later, the gallery sued the city and a judge counted the 311 call as a notice of claim.City lawyers are planning to appeal the judge's decision, which would require Bronx residents to file actual court papers if they plan to sue the city.
