Mayor Bill de Blasio praised the new "use of force" guidelines Thursday at the NYPD graduation ceremony.
"What you hear a lot is officers, like any other professionals, want clarity. They want a clear set of rules, they want training that helps them live by those rules, and a reporting mechanism that shows that they did follow those rules. And that's what the commissioner has achieved," says Mayor de Blasio.
