The piece is called "Happy New Year from Times Square" and it appeared on the Nasdaq building.
Yankees Manager Aaron Boone, sports news anchor Bruce Beck, and Miss Universe Harnaaz Sandhu helped unveil the work.
The council was created in 1975 to support the arts in New Rochelle.
