Brooklyn residents and elected officials gathered in East Flatbush Sunday night as newly re-elected District 40 Council Member Rita Joseph held a "State of the District" to mark a new term.

The seats were filled at Wingate High School as residents watched Joseph, who reminded the community that changes in schools and neighborhoods are coming.

This was no ordinary swearing-in ceremony but quickly became a party where people danced, laughed and cheered for the woman who took an oath to be the eyes, ears, and voice of her district.

From community advocates to law enforcement and everyone in between, Joseph received support from many.

Organizers said the celebration was to welcome back Joseph to the City Council and to give her the right platform for her first "State of the District."
