Police say Roger Andrews beat a puppy and another dog while walking them.
The dogs' owners had entrusted Andrews with their care.
The SPCA Westchester obtained the footage and intervened.
The dogs sustained minor injuries and are now in SPCA care.
Andrews faces animal cruelty charges.
