The New York City Planning Commission voted in favor of developing the Kingsbridge Armory Monday, 8-4.
Many Bronx residents rallied against the development plan, which would build shops and restaurants inside the abandoned armory. Bronx Borough President Ruben Diaz, Jr. joined residents in demanding workers be paid living wages. Residents also want a youth center put in place for local students.
The plan has been criticized in the past year because many residents think the mall will take business away from the more than 45 local shops in the area.
The City Council will have the final say on the plan. A decision will be made within the next 50 days.
