An anticipated public works project had its ribbon cutting ceremony Saturday after delays in construction.
Michael Brady, the executive director of Third Avenue BID, says that Roberto Clemente Plaza was expected to be finished by 2014 after construction started in 2008.
He says roughly six businesses closed during the construction partly due to declining sales.
Residents say the construction was an eyesore.
Officials cited technical problems as the reason behind the delays.
Residents say they're proud to name the plaza after Baseball Hall of Famer Roberto Clemente, who was also an activist.
A statue of Clemente will be added to the plaza next year.
