Yellow zone schools allowed to reopen despite increasing COVID-19 cases in Brooklyn and the Bronx

Many elementary schools are set to reopen for in-person learning even though Brooklyn and the Bronx are seeing increases in positive COVID-19 cases.
P.S. 197 in Midwood is one of the many schools in yellow zones that are allowed to open, but there's some concern as positivity rates in the boroughs continue to rise.
Since Friday in the Bronx, numbers have continued to go up, with the borough now seeing a 7-day average of 4.64%. Brooklyn's COVID-19 cases have also increased from Saturday with a current 7-day average of 3.98%.
Gov. Andrew Cuomo said over the weekend that public health experts agree that households and private gatherings are driving major transmission of the virus, explaining that actions and decision-making is driving the infection rate either up or down.
Meanwhile, education officials are insisting that schools are safe for students. According to the Department of Education numbers, the positivity rate from in school COVID-19 testing was less than 1% in the month before schools shut down.
In the Bronx and Brooklyn, more than 70,000 COVID-19 tests were conducted and just 0.3% were positive.
