At least 10 protesters were arrested after chaining themselves to the upper level of the George Washington Bridge Wednesday, according to the Port Authority. 
Protesters from the immigrants' rights group Somos Visible chained themselves together and held up a banner that read 'resist, organized, rise up' and blocked traffic heading into New York City around 8 a.m. 
The upper level was only closed for about 15 minutes, officials say, but it was enough time to slow down an artery to the city that is usually already congested to begin with. 
At one point, delays into New York reached upward of 90 minutes.
