Republican Assemblymember Nicole Malliotakis has declared victory over Democratic incumbent Rep. Max Rose in the 11th District, though Rose won't concede.

Rose made it clear that he wouldn't concede the race until all ballots are counted.

Rose issued a statement saying, "We came in tonight saying we may not know a winner at the end of this evening and that is still the case. At this moment there are more than 40,000 absentee ballots that were returned, with potentially 10,000 more in the mail. I believe every vote must be counted. I know my opponent will join me in ensuring that the Board of Elections must conduct a fair and transparent process that demonstrates the strength of our democracy, not undermines it. While we wait for the official results to be declared, I want to assure the people of Staten Island and Brooklyn that our work will continue."

In her speech Malliotakis said, "Today, Staten Island and Brooklyn sent a loud and clear message. And that message will resonate from the halls of City Hall to the halls of Congress."

The votes are set to be counted on Nov. 9. Both campaigns are ready to oversee that each vote is accounted for.

So far, the Associated Press is showing 95% of precincts reporting with 58% of the votes going to Malliotakis and 42% going to Rose. The 11th Congressional District represents parts of South Brooklyn and Staten Island.
