Neighboring business owners say they want construction on the Roberto Clemente Plaza near Third Avenue in the Hub to speed up.
The project has been underway for years, and the business owners say it's hurting their operations.
Steven Fish, the executive director for the Hub Third Avenue Business Improvement District, says the initial proposal looked great, but the results haven't come.
The ongoing construction blocks pedestrian traffic in some directions and can discourage shoppers from coming at all, Fish says.
The city's Department of Design and Construction says the contractor assigned to the project, Trocom Construction, filed for bankruptcy.
Despite the financial troubles, the city say it's working with the company to finish the project.
Trocom declined to comment on the situation.
