Police say Kenny Gastone approached the girl as she was walking home on March 20 and touched himself while asking her a lewd question. He then left the scene.
Detectives quickly identified and arrested the suspect following an investigation.
Gastone has been charged with criminal sexual contact and endangering the welfare of children.
