New Yorkers turned a snowy situation into a party.
Oscar Risco brought the community together with an act of love that took hours to create but resulted in a lot of smiles.

Risco says it was inspired by the love he has for his daughter.
News 12’s Hannah Kliger details more on how he made his 3-year-old daughter’s wish come true.
