Authorities say 25-year old Edouard Marvins lost control of his car and crashed into the scaffolding at Surf Avenue near 20th Street.
Citizen App video captured multiple fire trucks and EMS crews on scene.
There was a 23-year-old man in the car as well who suffered minor injuries.
