The rally was held to protest the police killing of 24-year-old Michael Rosado.
According to police, Rosado and his father were involved in a neighborhood dispute when off-duty officers confronted him.
Surveillance video from that evening shows someone firing a gun at another person.
A group of people nearby are seen ducking for cover after the shots were fired.
The video does not show what happened once police arrived at the scene.
Investigators are now searching for the man who doused the police car with gasoline.
News 12 is told he could face state and federal charges.
